Bachelor’s degree in agriculture engineering or environmental science.

A minimum of a Bachelor’s degree or higher in agriculture engineering or environmental science.
At least five (5) years of relative experience preferably with broad knowledge of NEPA.
Experience in writing and editing materials/reports for line ministries.
Experience in capacity building.
Fluency in English (speaking reading and writing). Ability to communicate in both Dari and Pashto.
Proven experience in preparing quantitative and qualitative reports.
A good knowledge in application of computer software packages (i.e. MS Office Ms Project etc.).
Duties & Responsibilities
Under the direct supervision of Deputy Chief of Party (DCOP) the embedded Liaison Specialist for NEPA (National Environmental Protection Agency) will be responsible to facilitate regular coordination between NEPA and SWIM project and aim to ensure efficient communication with the Government counterparts at senior levels both within the line Ministry and with other donor agencies.
DUTIES & RESPONSIBILITIES:
Assist as a focal point for the coordination to the line ministry on all aspects of the SWIM program.
Serve as the line between SWIM project and line ministry in all matters related to planning program implementation monitoring and evaluation of the SWIM program.
Develop the required arrangements for effective and efficient coordination between SWIM and NEPA.
Build a knowledge base for SWIM program through liaison with NEPA as well collaboration with other donor agencies.
Be in-charge of the SWIM liaison office at NEPA and carry out the associated administrative activities.
Attend meetings take notes / formal minutes as required and report back to the management as appropriate.
Ensure that lessons learned and proposed corrective actions adaptations and innovations for future projects are documented for the purposes of knowledge preservation.
Assist the Chief of Party (COP) and DCOP in day to day relationship with relevant Ministry and Directorate-level professionals within NEPA.
Assist the project management to maintain all project related documents letters memos including record keeping.
Assist the components’ team leaders in conducting capacity development workshops seminars and other events.
Other tasks and assignments as assigned by the supervisor.
