The described tasks shall be implemented by an Expert with the following relevant qualifications skills and experience:
Successful completion of University studies in Law Political Science or similar degree. (Police academic qualifications will be considered an advantage.)
At least 5 years’ general professional experience.
Experience in the Security Sector / Rule of Law area or equivalent area in Afghanistan.
Fluent in Dari and English languages (oral and written).
Good management and coordination skills with experience of at least 3 years in project implementation management or equivalent area.
Excellent drafting skills (Dari and English) with proven experience of writing and presenting project reports and meeting minutes.
Knowledge in use of computer software packages for word-processing excel power point databases and spreadsheets and the internet.
Proven experience in coordinating and monitoring projects.
Excellent communication and facilitation skills and ability to work cross Ministry to improve coordination and cooperation.
Strong experience in the security sector preferably in post-conflict context with a preference for candidates having worked in similar positions with documented successful results.
A knowledge of the Afghanistan’s security sector including international development partners is considered an asset.
Duties & Responsibilities
Duties & Responsibilities:
Support the Senior Key Expert (SKE) on Anti-Corruption Transparency and Economic Crime in the implementation of the programme activities related to anti-corruption institutional accountability police discipline internal monitoring standards auditing and compliance.
Support the MoI/ANP in improving information exchange and developing common working methodologies with the Attorney General’s Office (AGO) in relation to cases of police corruption and human rights violations.
Contribute to the empowerment of the Office of the Inspector General (OIG) standardise its internal control system and complaint mechanism and enhance its auditing capacities to make it accountable for audit and investigation of the MoI.
Provide administrative support to the SKE and the IGO in the organisation planning and conduct of Police Discipline Working Group (PDWG) meetings.
Support cooperation between MoI/ANP and Attorney General’s Office (AGO) to improve police-prosecutor cooperation mechanisms and case management.
Support the SKE and actively contribute to the capacity development of the economic crime’s investigative capabilities of the ANP.
Provide logistical support to the implementation of the programme activities as required.
Identify and prioritize requirements for training activities ensure appropriate nominations and arrangements in consultation with national stakeholders as well as cooperate with Short Term Experts (STE) as required.
Organise training activities workshops training courses and meetings at national and provincial level.
Take the responsibility for the arrangement of training materials and preparation of training modules within different thematic areas.
Monitor events as determined in the programme monitoring schedule plan and update the plan as required.
Liaise and coordinate with other international donors throughout the programme cycle to ensure compatibility of approach and the avoidance of duplicity of the support to the national counterparts.
Contribute to the preparation of work plans monitoring reports project progress reports background documents mid-term evaluations and the final evaluation.
Facilitate and manage meetings (including translation) between international Short-Term Experts (STEs) and their national counterparts during the presence of the STE in Afghanistan.
Assist STEs with advice on the current legislation and the official policies and standard operating procedures relevant to the specific assignment of the STE.
Act as a conduit between the STE and the national counterparts when the STE is working remotely.
Provide translation support at meetings between key experts and national counterparts.
Perform other duties as might be required.
The National Expert will work primarily with the Senior Advisor on Anti-Corruption Transparency and Economic Crime to achieve the following outcomes:
The Afghan Police Force has made progress towards professionalization.
The institutional accountability and internal monitoring standards of the MoI and AFP are improved.
There are enhanced professional standards of information exchange and common working methodologies between the ANP and the Attorney General’s Office in relation to cases of police corruption and human rights violations.
The Office of the Inspector General has a professional internal control system and complaint mechanisms and enhanced auditing capacities to make it accountable for audit and investigation of the MoI.
There is effective professional cooperation and common working methodologies between MoI/ANP and Attorney General’s Office (AGO) on case management.
The Police Discipline is working satisfactorily and bringing forward recommendations for improving the police discipline system.
The ANP Economic Crime Department has developed and improved its investigative capabilities.
Effective support and communication concerning TAIPA work streams.
Professional liaison and coordination with national counterparts.
Programme trainings effectively facilitated and implemented.
Meetings of MST working group meetings effectively supported.
STE effectively supported in Afghanistan and while working remotely.
Timely submission of reports and meeting minutes as requested by the TAIPA Team Leader and Senior Key Experts.
