  • Bachelor degree in Agricultural Sciences natural resources Social Sciences Management Environment Sciences Natural Sciences or related field.

  • 5 years of progressive experience in rural development livelihoods agriculture promotion and planning or project management.

  • Incumbent with experience in M&E design and implementation at the project level would be preferred.

  • Willingness to undertake regular field visits in different conditions.

  • Experience in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing projects.

  • Knowledge in designing and field testing surveys and other data collection instruments are required.

  • Good knowledge of concepts and framework for monitoring and Evaluation and Result Measurement.

  • Good communication skills.

  • Working knowledge of English language (read write and speak).

  • Skilled in the use of general office software packages (MS Word Excel etc).

Reporting Obligations:

This position reports to the Sr. M&E Manager/ CPMO director and prepares all M&E reports and assists the director in the preparation of periodic progress reports.

Duties & Responsibilities


The M&E Manager will hold primary responsibility for monitoring and evaluation activities to be undertaken by CPMO including preparation of formal submissions to ADB and other stakeholders.

Key Functions:

  • Assist the CPMO Director in planning coordinating and executing M&E activities.

  • Monitor and evaluate the achievement of the rehabilitation of irrigation systems based on the project design and monitoring framework.

  • Oversee direct and organize the work of the M&E section of CPMO.

Specific Tasks:

  • Specific tasks to be undertaken by the M&E Manager include but shall not be limited to:

  • The Monitoring and Evaluation Manager will serve as the main focal person for all monitoring and evaluation related activities for the project.

  • He/She will assist and report to the Sr. M&E Manager / Program Director (PD) regarding the Monitoring and evaluation of project activities. Review activities milestones and their completion dates.

  • The M&E Manager responsibility is to coordinate and support implementation of monitoring and evaluation all the project activities to be conducted in accordance with Results Framework of the Project.

  • Lead development and oversee the review of project level Monitoring and Evaluation (M&E) plan associated work plans for each component/activity.

  • Ensure quality control of M&E outputs (Surveys) including by contributing substantively to the design and file testing of the monitoring methodology review supervise design and implementation of the survey participatory data collection methods and protocols data verification techniques and other technical evaluation and analytical tasks conducted under this project.

  • Liaise with the key Government Ministries and relevant development agencies.

  • Establish effective monitoring and evaluation systems using well-defined Food Security and Nutrition-related indicators to monitor progress against implementation plans and to review the impact of activities.

  • Monitoring and Evaluation of project activities output outcome (periodical communication with project engineering team)

  • Prepare monthly progress reports and updates from sites.

  • Maintain a detailed knowledge of all relevant issues impacting the field of Monitoring and Evaluation.

  • Coordinate and cooperate with Project Director for promoting information sharing on all aspects related to project activities among stakeholders.

  • Monitor project progress through regular field visits offer feedback and keep regular communication with related filed and center level staff.

  • Serve as focal point for providing M&E inputs on implementation progress reports Prepare and submit M&E inputs as per the Results Framework to the consolidated trimester/annual project implementation progress reports meeting the deadlines as per the requirements of the project and the ADB.

  • Supervise and provide guidance and hands on training to staff in the M&E section.

  • Other duties as indicated by the CPMO director.
