  • Obs/ Gyn specialist

  • At least 5-years’ clinical experience in maternal newborn health

  • Experience with maternal and/or newborn death review including classification of causes of death

  • Experience in clinical mentoring supportive supervision and/or quality improvement initiatives

  • Excellent writing analytical and communication skills in Dari Pashtu and English (preferable)

  • Computer skills

  • Committed and willingness to travel to provinces

  • Excellent skills in facilitation team building and coordination

  • Preferred

  • Experience with maternal and/or newborn death review including classification of causes of death and contributing factors

  • Experience in clinical mentoring supportive supervision and/or quality improvement initiatives

  • Ability to identify manage initiate and influence change and manage and support others through change

  • Ability to set clear objectives coordinate resources people and processes and manage feedback loops to adjust approaches as necessary


Duties & Responsibilities

Summary:



The Maternal and Newborn Death Surveillance and Response (MNDSR) advisor will be based in Kabul and will work under supervision of technical director to strengthen MNDSR implementation including case identification and reporting review identification of actions that may contribute to the prevention of further deaths and implementation monitoring and evaluation of actions at select health facilities where HEMAYAT supports mentorship activities to improve quality of care for mothers and newborns on the day of birth.



KEY DUTIES AND RESPONSIBILITIES:



Work collaboratively with MoPH relevant authorities to implement recommendations from a recent evaluation of MNDSR implementation at select regional provincial and district hospitals



Responsible for MNDSR program implementation in targeted provinces in close coordination with relevant stakeholders both at central provincial and facility levels.



Support provincial authorities and health facility management to strengthen MNDSR program implementation documentation monitoring and evaluation.



Provide technical guidance and support to strengthen capacity of clinical staff and facility management to identify maternal and newborn deaths prepare for and conduct review meetings and generate actionable recommendations to contribute to prevention of future deaths”



Strengthen mechanisms and accountability for identification and notification of maternal and newborn deaths occurring at community and facility level.



Ensure that Consider – work with facility management and MNDSR committee to ensure that of every maternal death and 25% cases of newborn deaths are reviewed. and action plan developed.



Actively participate in National MNDSR committee meetings at MoPH and represent HEMAYAT project in these meetings.



Promote a culture of confidentiality (“no name no blame”) learning and quality improvement at all levels of the program and health system



Monitor document analyze and report on changes in MNDSR implementation including key issues achievements successes challenges and lessons learned.



Participate in internal project meetings and share challenges and lessons learned in implementing activities



Comply with HEMAYAT project operational security and other guidelines and policies.
