Bachelor’s degree in Education, Business Administration, Information Management, Social Sciences, or other relevant academic field
At least 2-3 years of relevant work experience in monitoring and evaluation
Ability to collect, analyze quantitative and qualitative data and develop comprehensive reports.
Fluency in Dari and English.
Familiarity with MS. Office programs (MS. Work and MS. Excel).
Ability to travel to Kabul and different districts of Kandahar province.
Duties & Responsibilities
The Monitoring and Evaluation Consultant will be mandated to review the progress made by partner organizations in fulfilling the set objectives of the SEA-II project to monitor and evaluate all the project activities in Kandahar province to assess the efficiency and effectiveness with which resources have been used to produce results and to develop monitoring and evaluation capacity among the employees of the IPs in Kandahar province. More specifically, the consultant will have the following duties and responsibilities:
Monitoring and evaluation
Serve as the Asia Foundation/SEA-II’s representative in Kandahar and as such coordinate the project’s efforts with partner organizations and government agencies.
Monitor and evaluate all the activities of the SEA-II project (i.e., GDSET, ACKU, Scholarship, Kankor and activities related to flexible grants) conducted by partner organizations in the targeted areas of Kandahar province and identify strengths and weaknesses.
Conduct M&E initiatives for SEA-II project including monitoring data quality and tracking progress of the organization’s activities in Kandahar province.
Develop weekly monitoring and evaluation plans for SEA-II activities in Kandahar outlining data collection, analysis and reporting tools and processes.
Perform field visits to the target areas to assess the results of the project activities
Perform field visits to various districts to ensure the quality of data gathered by the project and to verify the accuracy of the reported data.
Conduct visits to districts to identify potential schools for SEA-II interventions
Develop comprehensive monitoring and evaluation reports outlining project achievements, weaknesses and recommendations and highlighting corrective actions to be taken to tackle weaknesses
Recommend tools and strategies to increase program performance and results.
Assist in conducting SEA-II activities (i.e. science fairs, capacity development programs for IPs, and short term training courses).
Enhanced monitoring and evaluation capacity of the employees of the partner organizations in Kandahar province
More effective monitoring, evaluation and reporting of the results of the SEA-II activities in Kandahar province.
