  • Bachelor’s degree in related field master’s degree is preferred

  • At least 7 years of experience in the field of Monitoring and Evaluation.

  • At least three years of program monitoring and evaluation management experience including managing field offices and supervising local employees ideally on USAID-funded projects;

  • Experience developing and maintaining the M&E plan for USAID funded program activities;  

  • Proven ability to effectively manage field operations and resources in Afghanistan;

  • Experience managing staff successfully in pursuit of common goals;

  • Ability to work both independently and in a team

  • Professional proficiency in Microsoft Office software

  • Strong bilingual communication skills including both written and oral in English and Dari/ Pashto

  • Ability to work effectively with government and donor counterparts; and

  • Demonstrated leadership versatility and integrity.

Duties & Responsibilities

Chemonics International a leading international development company seeks a Monitoring and Evaluation Lead for the USAID-funded Afghanistan Capacity Building Activity (CBA) with the Ministry of Education (MoE). The project will improve governance and accountability in the education sector of Afghanistan and support MOE in meeting the ambitious goals set forth in its 2017-2021 National Education Strategic Plan. Capacity building activities will specifically address MoE’s systems and procedures that lead to better provision of education services. The Monitoring and Evaluation Lead will directly support these objectives by leading the project’s comprehensive M&E plan and collecting and reporting on key project indicators.

  • Provides daily oversight and coordination of CBA Monitoring and Evaluation plan in close coordination with the Chief of Party/Deputy Chief of Party and technical team leads;

  • Oversees technical progress and monitors activities compared to action plan milestones;

  • Leads various M&E data verification processes such as data analysis trend identification and results reporting;

  • Analyze data comprehensively and maintain a well-organized backup documentation system for CBA indicators and activities;

  • Implement monitoring systems and designing monitoring tools.

  • Develop data collection tools.

  • Conduct or providing support to data quality assessment.

  • Develop bi-weekly quarterly and annual reports.

  • Employ and maintains participatory M&E approach by engaging relevant stakeholders throughout the project to build local capacity;

  • Contribute to the development of various contractual reports by presenting accurate and reliable data;

  • Update M&E online databases such as Afghan info and CBA M&E worksheets;

  • Perform any other appropriate tasks that support the overall project as assigned by the Chief of Party or his/her designee.

  • The M&E Lead is responsible for supervising M&E Specialist.
