A Monitoring and Evaluation Framework that meets the standards required by the AICP Senior Management beneficiaries and stakeholders in compliance with Donor requirements.





Master’s Degree in Business Administration Information Management Project Management or related field from a recognized University.



At least 5 years’ experience in the design and implementation of M&E/MIS in development projects.

Experience in designing tools and strategies for data collection analysis and production of reports.

Expertise in analysing data using statistical software

Experience in a non-governmental organisation or aid donor programme.



Proven ICT skills especially in the development of MIS software using database software.

Good level of proficiency in Windows Excel and quantitative analysis

Ability to design M&E tools surveys surveillance systems and evaluations

Demonstrated ability to train and build capacity of others

Strong interpersonal skills

Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.

Ability to lead implementation of new systems for programme M&E and affect staff behavioural/attitudinal change.

Location: Kabul with travel within Afghanistan. This is a full-time in-country position. 

Duties & Responsibilities

Monitoring and Evaluation Manager - role overview


The Monitoring and Evaluation (M&E) Manager will lead the M&E Unit which will oversee the development of log frames for all pillar interventions and projects and will provide monitoring and verification for projects. He/She will be responsible for ensuring that all programme interventions are properly evaluated and that evaluations are conducted compliant with methodologies agreed by Harakat’s donors. He/She will be responsible for reviewing and updating theories of change log frames and results frameworks as well as reviewing the monitoring and evaluation work of programme implementing contractors and providing guidance where required.

The M&E manager will work closely with all Harakat Programme Managers to ensure accurate and comprehensive data collection and analysis of results to report on progress towards AICP and pillar programme objectives. The M&E manager will work with Harakat senior staff to further develop appropriate indicators targets and methods for collecting information on Harakat-AICP activities and will assist with analysis for evidence-based decision making for operational improvements.

The M&E Manager will hold the following specific responsibilities:

Review the management information systems of Harakat-AICP and agree on resources to ensure that data quality standards are monitored and met.

Review the quality of existing data sources the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of year evaluations; based on this review consult Harakat-AICP management to develop approaches to address identified gaps.

Prepare Terms of Reference for baseline mid-term and end-line surveys including methodology preparation sample selection and staff training and provide overall technical direction for the conduct of the surveys.

Revise and update the M&E Framework in coordination with the Harakat-AICP management.

Develop a results-oriented monitoring plan inclusive of performance management plan

Establish effective knowledge management mechanisms in coordination with programme management team including documentation of results at output outcomes/impacts both at programme and pillars level;

In liaison with the Communication Manager or SET compile data to promote Harakat

Provide M&E technical input and advice as required for programme pillars and/or projects funded through AICP and provide necessary information to the procurement team during the tenders.

Contribute to the development of the Harakat-AICP annual work plan ensuring alignment with strategy agreement on annual targets and inclusion of M&E activities in the work plan

Oversee and execute M&E activities included in the Harakat-AICP annual work plan with focus on results and impacts as well as in lesson learning.

Prepare quarterly annual reports or any other reports for the Harakat-AICP CEO.

Assist in planning and oversee M&E activities ensuring effective use of data in decision-making.

Ensure proper understanding and awareness of M&E Framework and the roles and responsibilities of Harakat-AICP units.

Foster participatory planning and monitoring by training and involving Harakat-AICP staff in the M&E of activities.

Support the Harakat-AICP Pillar Managers in design of programme pillars ensuring all funded activities have measurable results identified that are consistent with Pillar objectives. 

Ensure that reliable baseline data is collected and available.

Develop pillar programme specific M&E frameworks in coordination with the AICP Programme Management Team.

Prepare regular updates reports and presentations to Harakat-AICP management and Board.

Ensure that the M&E deliverables meets the quality standards expectations and objectives of Harakat-AICP.

Ensure data quality and timely reporting of M&E data.

Develop review and Implement an evaluation plan for Harakat-AICP and its funded programmes.

Facilitate evaluations of Harakat-AICP interventions and ensure these are timely planed and coordinated with relevant Harakat-AICP units and stakeholders.

Ensure that the evaluation reports meet the quality standards expectations and objectives of Harakat-AICP.

Ensure that lessons learned and key recommendations are applied for improvements.

Coordinate with donors on their evaluation plan for Harakat-AICP and facilitate inputs from the Harakat-AICP management where needed.

Plan and manage supervision missions from the Harakat-AICP management donors and other stakeholders to Harakat-AICP and its funded programmes.

Verify Harakat-AICP project progress reports.

Provide early warnings of issues and deficiencies and facilitate solutions for improvements.

Any other tasks assigned by CEO.
