Qualification:
  • University degree and/or certifications in relevant field
  • At least 3 -5 years of experience in the design and implementation of M&E in emergency projects implemented by national / international NGOs / UN bodies / Government
  • Experience in designing tools and strategies for data collection analysis and production of reports
  • Good level of proficiency in related software MS Excel and quantitative analysis
  • Ability to design M&E tools surveys surveillance systems and evaluations
  • Demonstrated ability to train and build capacity of others in M&E and reporting
  • Strong interpersonal communication skills
  • Expertise in analyzing data using statistical software
  • Strong orientation presentation and facilitation skills
  • Fluency in written and spoken English Pashto and Dari

Duties & Responsibilities

The M&E Officer will support the organization in all data collection analysis and M&E related learning activities to help ensure accountability and efficiency from start to end of projects both new and established. S/he will work in close collaboration with the Program team and mainly oversights the progress of APA’s projects. The M&E Officer will work closely with the projects’ implementation teams both on central and regional levels to assess field conditions support capacity building initiatives and facilitate the collection of quality data. S/he may be assigned to focus on supporting one or more specific grants or projects as assigned by the Executive Director. S/he will collaborate with the Program and Finance departments in reviewing and preparing monthly quarterly and final narrative and financial donors’ reports. Additionally S/he will replace or work with other members of the team as need be on grants writing and set up follow up of program expenses and indicators implementation of processes and standard operating procedures. Duty station is Kabul but with frequent travels to provinces and projects sites.



Main duties and responsibilities:




  • The M&E Officer will carry out the following main duties and responsibilities:

  • Ensures full understanding and implementation of the APA’s M&E policy;

  • Develop baseline data for each project site in the program;

  • Monitor all project activities expenditures and progress towards achieving the project output in line with the proposal and donor agreements and pinpoint deviations and discrepancies and recommend remedial action points;

  • Recommend further improvement of the logical framework;

  • Develop monitoring and impact indicator for the project success; 

  • Monitor and evaluate overall progress on achievement of results;

  • Monitor the sustainability of the projects’ results;

  • Development of case studies to capture qualitative outputs of the project;

  • Lead the M&E capacity building of the project team and develop indicators and a monitoring strategy for the projects;

  • Provide inputs information and statistics for quarterly annual and other reports to Project Management Team and the APA’s key staff members;

  • Participate in annual project reviews and planning workshops and assist the Project Managers in preparing relevant reports;

  • Support monitoring and evaluation of the effects and impact of the projects;

  • Assist in coordinating across the available components of the projects to ensure effective implementation of M&E;

  • Work with program staff to design support plans to help partners adopt the reporting formats required by the donor;

  • Assist the project personnel with M&E tools and in supporting them in their use and perform other relevant duties as required.
