4.0 Required Qualifications
  • Bachelor’s degree in Education, Business Administration, Information Management, Social Sciences, or other relevant academic field;
  • At least 2-3 years of relevant work experience in monitoring and evaluation;
  • Ability to collect, analyze quantitative and qualitative data and develop comprehensive reports;
  • Fluency in Dari and English;
  • Familiarity with MS. Office programs (MS. Work and MS. Excel);
  • Ability to travel to provinces;
  • Strong computer skills including MS Word, Excel, and Outlook;
  • Strong knowledge of the development sector in Afghanistan. Preference will be given to those who have worked for and possess knowledge of the education sector in Afghanistan;
  • Good interpersonal relationship skills and ability to work with a diverse team of national and international staff and consultants;

Duties & Responsibilities

2.0 Position Description
The Monitoring and Evaluation Officer is a member of the SEA-II monitoring and evaluation team, under supervision of M&E manager she will be working very closely with the other M&E Officers and SEA II program team. She will be based in Kabul but will need to conduct field visits in the provinces. The M&E Officer will handle all the monitoring and evaluation activities of the ACKU activity and in this role will have to work with the respective project manager and SEA-II’s partner organizations in Kabul and provinces to conduct evaluations, prepare comprehensive evaluation reports and follow up on the project indicators.
3.0 Duties and responsibilities
The M&E Officer will be mandated to ensure effective implementation of the M&E plan, and coordinate the M&E activities with ACKU Project Manager and the partner organizations. She must take active part in developing the capacity of the project staff and implementing partners on M&E tools and procedures. More specifically, she will have the following duties and responsibilities:
  • Monitor and evaluate all the activities of the SEA-II project (i.e., mainly ACKU, but also GDSET, and activities related to flexible grants)
  • Conduct M&E initiatives for SEA-II project including monitoring data quality and tracking progress of the organization’s activities in the targeted provinces
  • Develop weekly monitoring and evaluation plans and reports for SEA-II activities outlining data collection, analysis and reporting tools and processes.
  • Perform field visits to the target areas to assess the results of the project activities
  • Develop comprehensive monitoring and evaluation reports outlining project achievements, weaknesses and recommendations and highlighting corrective actions to be taken to tackle weaknesses
  • Recommend tools and strategies to increase program performance and results.
  • Assist in conducting SEA-II activities (i.e. science fairs, capacity development programs for IPs, and short term training courses).
  • Provide substantial input to M&E Manager for the further improvement of the current management information system.
  • Regularly update the Afghan Info website with the project progress data
  • Work with the M&E Manager to develop short essays for the Asia Foundations M&E Bulletin
  • Recommend tools and strategies to increase program performance and results.
  • Undertake any other tasks as directed by the M&E Manager
