University degree in a relevant discipline such as in Economics Business Administration Education and Management



Professional Experience (field and minimum duration):



Minimum of three years of professional experience preferably with international organizations in security and military sectors

Approved competences in monitoring and evaluation as well as database management

Capacity to produce high-quality briefs and reports in English Persian and Pashto

Fully proficient computer and communication skills

Other experiences and skills (e.g. language IT-skills social and personal skills etc.)



Excellent communication skills in English and local official languages

Analytical organisational and management skills

Interpersonal and team-working skills

Ability to travel to afghan provinces.


Duties & Responsibilities

Responsibilities



Under direct supervision of the Head of M&E unit and overall supervision of Head of Component the Monitoring and Evaluation Officers (M&E Officer) coordinates in the overall management of the ALP M&E system. The M&E Officer is responsible for monitoring and evaluation of literacy program in the concerned provinces of Afghanistan. In addition the M&E Officer supervises provincial monitoring team members track their day to day tasks and provides them with required guidance and instructions. The M&E Officer coordinates with other units of GIZ ALP concerning their fields of tasks such as Program Implementation Capacity Development Contracts and Administration.



 



Tasks in detail – I



The M&E Officer:



Collects analyzes and verifies project M&E data and information collected both in hard and soft copies on regular basis through provincial advisors

Ensures accuracy and validity of data and information collected by the provincial advisors on regular basis

Updates the M&E database and trackers with the data and information collected through provincial advisors on regular basis

Conducts plausibility and consistency checks of documents received from the field

Coordinates in cross-checking of learner and facilitator figures

Conducts regular and systematic monitoring visits to literacy courses where possible

Ensures the filing of soft and hard copies of all M&E data collected from the field



 



Tasks in detail – II



The M&E Officer:



Supervises daily activities of the provincial advisors in accordance with their monthly monitoring and evaluation plans

Provides regular and systematic guidance to provincial advisors on M&E tissues such as completion of the complex forms and trackers as well as preparation of field M&E reports

Provides guidance and instructions to the provincial advisors on M&E standards applicable changes on data and data collection

Regularly communicates with the provincial advisors to ensures site visits are conducted and deliverables are collected in accordance with their weekly and monthly plans

Ensures timely delivery of M&E data and information to the main office

Tasks in detail – III



The M&E Officer:



Provides monthly narrative report as well as figures report to the ALP management and other stakeholders

Prepares comprehensive reports on monitoring visits that includes achievements challenges and applicable recommendations 

Coordinates with the Course Management team in capacity development workshops of literacy facilitators and advisors to ensure M&E tools and trackers are well presented and understood

Represents ALP towards other partners with regards to monitoring and evaluation of ALP

Any other tasks assigned by superior
