Qualifications & Requirements:

Relevant academic Degree preferably at Bachelor   level in a relevant field of expertise such as Sociology Development Studies NGO Management etc.

At least 3 years’ experience in monitoring and evaluation with a national or International NGO or UN agency.

Experience in with providing field level support in monitoring and evaluation.

Experience designing and conducting training in monitoring and evaluation.

Experience facilitating assessment and evaluations.

Experience using participatory tools and methodologies for monitoring and evaluation conducting needs assessments and identifying lessons learnt 

Good analytical skills

Good spoken and English language competencies and fluency in Pashto and/or Dari (written and spoken)

Commitment to the mission and the core values of Swedish Committee for Afghanistan

Willing to travel to all SCA coverage areas and cope with a stressful environment

Be an Afghan Citizen

Duties & Responsibilities

Main Responsibilities:

Design commission and / or lead appropriate trainings for SCA staff in monitoring and evaluation based on findings of a training needs assessment

Assist programmes and projects in developing result frameworks and preparation of monitoring and evaluation plan

Facilitate and ensure the implementation of the SCA M&E Framework in Programme and projects areas.

Provide technical support to programmes on data collection analysis and interpreting for donor report and internal Programme use

Summarizing and translating evaluation assessments and surveys (in to Pashto and Dari)



Facilitating Programme Quality Monitoring of programmes in areas where SCA have limited access

Facilitate organizational learning through documentation and dissemination of lessons learnt

Facilitate the design implementation and management of project evaluations reviews and studies providing

Play a role in the management of evaluations as a member of evaluation steering committees as required by Programme units.

And provide assistance on small-scale research and case studies

Assist in arranging workshops seminars and other participative forums for increasing organizational and staff capacity in the field of M&E.

Supporting monitoring exercises in project and field offices

Any other relevant task given by the M&E Manager.

Provide regular technical support to the M&E focal points working in SCA’s Regional offices

Willingness to visit the field regularly.
