• Bachelor degree in Public Administration Public Policy Social Sciences Political Sciences and Law with 8 – 10 years of experience. Or;

• Master’s degree in Public Administration Public Policy Social Sciences Political Sciences and or Law with 5 – 8 years of experience.



• Knowledge of access to information in Afghanistan and/or internationally as well as of the AIC and its work (or the work of its predecessor).



Professional Experience (field and minimum duration):



This assignment requires a committed and qualified consultant with insight and knowledge of organizational development strategic planning and results – based management. Therefore the experts should fulfill the following requirements:



• Five to ten years of experience working on organizational development issues such as strategic planning results-based management and/or other forms of planning work.

• Extensive experience working with international and local organizations and institutions

• Extensive experience in helping plan and undertake logistics for consultations and conferences.

• Experience working with local or international organizations specifically in the area of good governance democracy and/or human rights.

• Ability to lead sessions and meetings during consultations including on subjects on which the consultant is not a senior expert.

• Ability to record and present the results of sessions and meetings.



Other experiences and skills (e.g. language IT-skills social and personal skills etc.)



• Ability to communicate (read speak understand and write) in English Pashto and Dari at a high level.


Duties & Responsibilities

~~Tasks and deliverables

According to the general approach of OPAF to develop and provide backup support to the international consultant to develop the strategy all deliverables will be achieved in close cooperation with AIC and OPAF/GIZ.



Task 1:

• Work with the AIC to undertake local consultations relating to the Strategy and Action Plan. This will include agreeing with the AIC what the form of these consultations will be organizing logistical matters relating to the consultations work with the International Consultant and AIC to agree on the substantive issues to be covered in the consultations (support here will include written instructions as to the scope and nature of the consultations) and as needed participate directly in the consultations.

Deliverable: Prepare a report in English language outlining the results of consultations conducted

 

Task 2:

• Work with the AIC and the International Consultant to facilitate logistics for the final workshop. This will include helping with all logistical arrangement and supporting the development of the substantive programme for the meeting.

• Accompany AIC members and others to the workshop and participate in that workshop (meeting) potentially including giving a presentation on the results on the consultations.



Deliverable: Prepare a report on the highlights of the workshop including any specific agreements reached



Task 3:

• Provide support on an on-demand basis to the International Consultant in preparing the five-year Strategy and two-year Action Plan. This will include the preparation of draft documents in advance of the Dubai meeting and then final documents following that meeting. The National Consultant will not be expected to engage in major drafting as part of this work but for example providing inputs and responses to questions from the International Consultant reviewing drafts and making comments and so on.

• Review and revise the Pashto and Dari translation of the strategy once it is translated.



Deliverable: Final report to AIC and GIZ with related documents.



 Roadmap and organization



The consultant will perform the assigned tasks and deliverables within a timeframe of 30 working days within three months and in coordination with the International Consultant. The consultant shall provide a tentative work schedule and requirements for additional documentation and other information.
