Secondary Diploma plus 2 years of additional relevant work experience will be considered in lieu.
Minimum 4 years of relevant experience in providing Administrative Services or 7 years working experience.
Experience gained with the United Nations or any of its agencies partners and affiliate highly desirable;
Familiarity with WB funded project an asset;
Previous experience in providing operation support and administration in UN and NGO is highly desirable.

Duties & Responsibilities
Under overall supervision of the Head of Operation the Operation Officer provides effective and efficient administrative support to THRCP Management. Meanwhile he/she is responsible to note the recommendations given by World Bank and ministry in order to support every section to take corrective actions and prepare an applicable action plan.
Duties & Responsibilities
Advice Head of Procurement and Operation to liaise with Implementation Consultant (IC) to conduct analysis of business processes for HR Procurement Security Logistics and Asset Management and make recommendations for improvement.
Provide advice to Head of Procurement and Operation and support sections such as; logistic HR Goods procurement archive and finance.
Advice Head of Procurement and Operation to regularly liaise with the Implementation Consultant (IC) Admin/Finance and Department Heads in implementing process improvement recommendations given by World Bank and Ministry.
Implementation of HR Manual for THRCP and ensure timely accomplishment of HR-related matters concerning recruitment and selection travel administration conduct and discipline procedures and separation of project personnel as per MPW-HR Manual.
Reporting to Project parties on achievement and progress in relation to HR manual’s implementation.
Provide advice strategic human resource management to project management and ministry.
Monitor and ensure that counterparts are in right track of capacity building and provide recommendations to management for required trainings.
Provide analytical reports to project management on required workshop and training.
Undertake a review of MPW Asset Management and Requirements and provide inputs during Asset Management Application to logistic section.
Monitoring transportation services and analyze region’s need for vehicles through dispatch and logistic section.
In consultation with Head of Procurement and Operation and Executive Director of the THRCP prepare draft proposal to Ministry and other project stakeholders.
Review administrative forms (Travel Authorization DSA Travel Expenditure Leave Requests … etc) for THRCP staffs.
Provide advice to ministry staff on administration finance and procurement rules of Government and World Bank to avoid any confusion by ministry’s audit
Perform any other task assigned by the management of the project
A. Monitoring and Progress Controls
Effective operation support are provided to THRCP management
Provide effective recommendation on improvement of current system or development of operational manuals.
Staffs are knowledgeable about administration and finance rules and regulations.
Finance Member clearly demonstrates and increase in skills and knowledge in regards to administration and finance procedures and processes.
Ad-hoc meetings with Executive Director regarding progress of works.

Effective and efficient administration HR and financial support to the THRCP - MPW.
