Qualification

Education:Master’s degree or higher in Urban development or similar.
Work Experience:At least 5 of relevant work experience. Years
Qualification:

Master’s degree or higher in Urban development or similar.

At least 5 years of relevant work experience.

Work in senior positions related to capacity development training design and assessment human resource development etc. in large Community Driven Development/Urban development projects for a minimum period of 5 years.

Working experience in National Solidarity Programme.

Experience in organizational level capacity development and strategical development.


Duties & Responsibilities

Ensuring coordination with CCAP partners and stakeholders as well as negotiation and implementation of all necessary MoUs and contracts.

Lead control direct organize and support of program staff and ensuring the staff’s and partner’ compliance with contractual legal policy and procedural requirements.

Co-operate with Kandahar Municipality to support and build their capacity to assume ever-greater responsibility for CCAP delivery.

Support Effective utilization of technical knowledge within the CCAP partners to implement and maximize quality and impact of CCAP activities.

Regularly supervise and monitor field activities and coordinate with stakeholders to monitor guide and support involved parties in attaining the outcomes/results of the project.

Monitor the timeliness accuracy completeness and quality of all project financial transactions and reports ensuring complete transparency in the utilization of financial resources.

Close relationship with IDLG and all other GoIRA line Ministries and Departments engaged in the IDLG.

Making sure high levels consistently of competency accountability transparency motivation teamwork organization and creativity between HRDA and IDLG team.

Coordinate and guide effective utilization of technical expertise within the IDLG partners to implement and maximize quality and impact of IDLG activities and advocacy.

Facilitate internal and external (donor and stakeholder) project missions brief participants as required.

Proactively co-operate with relevant Government departments to support and build their capacity to assume ever-greater responsibility for IDLG delivery. 

Establish align coordinate and monitor annual quarterly and monthly work plans and budgets.

Regularly visit field activities and meet with stakeholders to monitor guide and support in attaining the outcomes/results of the project.

Create tools for M&E teams and making sure for application of M&E tools

Timely measuring and documenting project performance against work plans and budgets logical framework project proposal contracts and MoUs on a monthly quarterly and annual basis.

Collection and compilation of evidence; analysis; documentation sharing and integration of learning’s.

Ensure all Citizens Charter staffs are trained properly and address any training-related issues.

Coordinate effective utilization of technical expertise within the CCAP partners to implement and maximize quality and impact of CCAP activities and advocacy.



Data sharing



As a humanitarian agency HRDA strictly adheres to humanitarian Data Sharing Protocol (DSP) applied in Afghanistan. The sharing of data of any type of anyone associated to HRDA (Beneficiary detail survey assessment reports internal matters confidential documents etc. is prohibited and will require senior management approval to make sure the sharing is in line with Do NO HARM principles DSP and HRDA data sharing policy.



 Media participation



No HRDA staff can participate in any media talks interviews debates information sharing in social media or in any other media. No staff can represent any HRDA activities at any media platforms without HRDA management permission.
