master’s degree in Public Finance Public Administration Business Administration Management
Minimum of a master’s degree in relevant field preferably in Public Finance Public Administration Business Administration Management or similar field from a recognized accredited university.
At least 7 years of senior level policy level experience in management of multi-component multi-disciplinary multiphase urban sector programs.
Practical experience in policy development and implementation of the public policy.
Practical experience of urban poverty reduction programming participatory planning for socially inclusive local development.
Excellent analytical interpersonal and communication skills.
Able to produce reports and other documents up to a professional standard.
Fluency in Written and Spoken English Dari & Pashto.
Contract Period Reporting and Remuneration:
The Policy Coordinator will be engaged on a one-year renewable contract of which the first three months would be a probationary period. The contract may be renewed on an annual basis depending on performance and the need for the duration of the CIP.
The Policy Coordinator would be compensated in accordance with the National Technical Assistance (NTA- Grad B) GOA and World Bank/Donor pay scale based on level of experience and performance.
The Policy Coordinator would report directly to the CIP Project Director/DMM Management against the accountabilities noted above and will be subject to periodic review of his/her performance accordingly.
Duties & Responsibilities
The Policy Coordinator will have a public finance background. The Policy Coordinator will lead the implementation of Component-2 of the CIP and will manage project activities aimed at establishing a performance-based municipal finance framework Municipal Budget Preparation and Financial Management Monitoring at the National Level. The Policy Coordinator will also work closely with MUDH in developing its oversight and regulatory capacity of urban development in the two areas of spatial planning and social housing as stipulated in the Municipal Law. The Policy Coordinator will take guidance from the Working Group established under CIP and comprised of MOF and IDLG.
A CIP Working Group (WG) has been established to maintain effective communications and to provide feedback during implementation. The WG will be convened every six months by the IDLG to review implementation progress. This institutionalized mechanism is intended to support a regular and structured national-local government level dialogue on policy issue deliberations and reforms CIP implementation challenges and potential adjustments and related topics of interest. In addition to the six-monthly WG consultation meetings Municipal Performance Improvement Plans (MPIPs) will be signed between IDLG and the nine participating PCCs. These comprise data gathering for set up of the Municipal Performance Tracking System access to technical assistance and capacity building support packages by the PCCs performance improvement phases and targets coordination of consultant field visits and general mechanisms for coordination and facilitation of consultants work to ensure smooth implementation and maximum benefit from the Project by the nine participating PCCs. Number of consultants are already being mobilized for the PIU with significant project implementation experience. A draft ESMF/RPF has been prepared social and environmental safeguards training sessions have been organized and investment projects have been identified and have gone through a rigorous pre-screening exercise.
Summary of Key Functions:
The incumbent will provide Program Policy advice and coordinate policy related matters to assist in designing and developing all aspects of the national urban and municipal development program in the following areas. He/she would support in drafting and implementing urban policy measures in coordinator with respective government ministries/departments:
The main responsibilities for the Policy Coordinator are to manage and oversee the quality and timely implementation of the Program and activities funded by World Bank and implemented by IDLG.
Advice and support on formulated program activities and the policy agenda including improvements to ensure efficiencies in policy making and implementation.
The Policy Coordinator will take the guidance from the Working Group and will make sure that the decisions made at the Working Group are enrolled and implemented through the Provincial Capital Cities (PCC’s).
Advise on improvements which may be necessary to ensure efficiency in policy making and implementation.
Provide function involving review and provision of guidance with respect to relevance and accuracy of content of policy documents for presentation to Working Group meetings and for engagements locally and international stakeholders.
Establish and implement a Policy Management Framework for Senior Managers at the municipal level including documented processes on developing and formulating policy.
Establish and implement a Performance Management Framework for implementation within the Office of Deputy Minister for Municipalities.
Follow up and report on the implementation of policy decisions made at the working group and advise the Municipalities with a view to elimination of bottlenecks in implementation.
Coordinate and provision of the support for the overal activities of the Program with Internal and External stakeholders.
Draft letters Memos and other official letters while scheduling/organizing the Working Group meetings.
Ensuring timely and duly management of the Program and implementation of all activities listed in the Project Appraisal Document (PAD) and in the Program Work Plan in accordance with the rules and regulations of World Bank and Government of Afghanistan.
Ensuring accurate and timely submission of quarterly and annual activity progress reports to the World Bank and other stakeholders.
Develop action plan on policy related matters based on the Project Appraisal Document of the CIP.
Assist to establish/develop a proper efficient and effective communication system for office communications (incoming and outgoing letters and proper record keeping etc.) in respect to the implementation of the component 2 of the program.
Attend meetings at the working group and coordinate policy related works and take meeting minutes and circulation of the meeting minutes with all stakeholders
Follow up with relevant stakeholders on issues discussed in the working group and decision made at meetings.
Provide advice and support in all matters related to policy formulation and implementation
Assist in the drafting and revision of policies and other technical documentation
Undertake collaborative work with program stakeholders (MUDL MoF NEPA Etc)
Performing any other tasks assigned by the Deputy Minister of Municipalities and the Project Director on the basis of the Laws Regulations and Objectives of the organization.
