EXPERIENCE: Must have at least five years direct experience working with the Afghan government other diplomatic missions or NGOs dealing with Afghan government.  Must have at least three years interacting on a daily basis with mid to high level Afghan government officials.  Must show that he/she has developed relationships with government officials. 

JOB KNOWLEDGE: Must have a sophisticated and comprehensive understanding of the Afghan government’s formal structure and operation as well as the practical/informal operations of the bureaucracy and political system.  Must have extensive understanding of the structure and workings of political parties and both houses of Parliament.  Must be familiar with the background of political views and associations of major figures in political parties opposition coalitions and Parliament.  Knowledge of modern Afghan history required. Must have basic familiarity with U.S foreign policy.

Education Requirements:

A bachelor’s degree in political science law economics or other related social science is required. 


LANGUAGE: Must speak and read English at the IV level.  Must speak and read Dari at the IV level.  Must have proficiency in Pashto.

SKILLS AND ABILITIES: Must work independently to develop relationships with political party leaders opposition group leaders parliamentarians and staff.  Must be able to engage with backbench members of Parliament as a professional intellectual and social equal.  Must be capable of developing close relationships with the staff and associates of political party opposition coalition and Parliament leadership including heads of political organizations and speakers of both houses of Parliaments and heads of political blocs.

Duties & Responsibilities

Serves as the senior LES for the Afghan Government Unit supervising two LES. Is responsible for a wide breadth of unusually challenging/difficult portfolios all a national security priority for the USG. Will serve as the chief advisor/analyst for the Political Section on Afghan political parties opposition movements/coalitions relationship between the Palace and political stakeholders National Assembly Ministry of Parliamentary Affairs electoral reform and other elections-related issues and NGOs. Must be familiar with all political parties factions and parliamentary caucuses. Importantly develops maintains and strengthens relationships with key political figures government ministries parliamentarians of both houses parliamentary staff and parliamentary protocol offices and secretariats. Provides summaries/analyses of major legislation and understand rules of procedure. Monitors political party participation in the electoral process. Advises Political Section on engagement with Afghan political elite. Provides biographical information on all Afghan interlocutors. Schedules and attends meetings with all levels of political contacts for senior Washington visitors Embassy Front Office Political Counselor and political officers interpreting when necessary. Supports high-level visits and representational events. Undertakes other duties as required.
