Professional certifications (Procurement and/or Supply Chain Management degree) highly desirable.
Minimum 2-3 years of progressively responsible procurement and logistics experience.
Excellent command of the English language: verbal and oral.
Duties & Responsibilities
Under the overall direction of the Procurement / Supply Chain Coordinator and in accordance with Cordaid policies procedures and practices the Project Procurement Assistant is responsible for the planning and organizing of procurement and supply chain management of goods services and works of the project in accordance with Cordaid Financial Rules and its Procurement Policies and Procedures.
Coordinate the work of procurement and ensure the timely preparation of procurement plans for project implementation of proper monitoring and control of procurement processes including organization of RFQ ITB or RFP receipt of quotations bids or proposals their evaluation and negotiation of certain conditions of contracts in full compliance with Cordaid rules policies and procedures.
Plays an active role in the preparation of the seminars and workshops (i.e. hotel quotations bookings logistical support accommodations venue set up transport arrangements ICT set up etc).
Prepares comparative tables and participates in the selection committee.
Follows-up the activities and tasks undertaken by contractors as indicated in the signed service/procurement contracts or Purchase Orders
Assist to implement an internal control system which ensures that Purchase Orders (POs) are duly prepared and dispatched. Ensure timely corrective actions on POs with budget check errors and other problems.
Assist to ensure adequate integration of supply chain management in project implementation.
Liaise with supply chain counterparts to ensure adequate planning for receipt storage and distribution of the goods.
Advise and provide technical support to partners and other counterparts on the development and implementation of the supply chain activities in a coordinated manner.
Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations.
Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building and contribute to relevant Communities of Experts and Communities of Practice accordingly.
At the request of the Procurement Officer and in collaboration with the Programme Lead plan implement and organize procurement and supply chain capacity building of project staff partners and other stakeholders.
Perform market research to identify availability of potential local suppliers/vendors.
Identify procurement risks and undertake mitigating actions in close cooperation with project team
Conduct timely and proper preparation and updates of procurement plans for the project establish the deadlines and monitor of their implementation.
Assist inventory management and inventory verification.
Maintains administrative and logistical files with necessary confidentiality where required.
