Essential Job Functions:
â€¢Â Ensures procurement and compliance at his/her provincial office duty stations are compliant with applicable USAID rules and regulations and Blumont policy.
â€¢Â Develops Requests for Quotations performs bid opening price and cost analysis and issues purchase orders for operations acidities;
â€¢Â Prepare issue and monitor purchase orders for Operations vendors.
â€¢Â Understanding legal requirements audit requirements & budgetary requirements to ensure compliance.
â€¢Â Ensures compliance with donor procurement regulations and with all local laws and regulations;
â€¢Â Prepare the vetting documents for the operations vendors and sending them to USAID via Kabul-based Procurement/Logistics Manager and DFA.
â€¢Â Conducts follow-up on tendered and non-tendered purchase order requests work orders change orders service requests contracts etc. monitoring the procurement service delivery process.
â€¢Â Ensures standards and specifications for procurement processes are properly defined and implemented within the various sectors.
â€¢Â Maintains procurement / vendor files and establishes framework for quotation validity;
â€¢Â Ensures proper documentation and recordkeeping for all procurement actions;
â€¢Â Ensures maintenance of procurement files and records for audit purposes and institutional memory;
â€¢Â Responding to queries and addressing issues.
â€¢Â Ensuring that system information is keyed in accurately and the procurement system is updated as and when required
â€¢Â Ensure Blumont Inventory and Asset and to ensure newly procured IT equipment and furniture is recorded on the Blumont Inventory and Asset record.
â€¢Â Work in Cost point maintain vendor information and enter all operation purchase orders into cost point.
â€¢Â Performs other duties as assigned by the direct supervisor according to his knowledge.
Required Skills & Qualifications:
â€¢Â High School diploma required Bachelorâ€™s Degree preferred
â€¢Â 2-4 years of experience in procurement logistics and administration with experience on donor-funded programs required and previous experience on USAID-funded programs preferred.
â€¢Â Knowledge of procurement regulations is required
â€¢Â Fluency in written and verbal English required. Strong writing skills also required.
â€¢Â Excellent computers skills particularly with MS- Office Package.
â€¢Â Ability to work well in a cross-cultural environment

This will be expected travel up to 70%.
