Qualification:

Essential Job Functions:

• Ensures procurement and compliance at his/her provincial office duty stations are compliant with applicable USAID rules and regulations and Blumont policy.

• Develops Requests for Quotations performs bid opening price and cost analysis and issues purchase orders for operations acidities;

• Prepare issue and monitor purchase orders for Operations vendors.

• Understanding legal requirements audit requirements & budgetary requirements to ensure compliance.

• Ensures compliance with donor procurement regulations and with all local laws and regulations;

• Prepare the vetting documents for the operations vendors and sending them to USAID via Kabul-based Procurement/Logistics Manager and DFA.

• Conducts follow-up on tendered and non-tendered purchase order requests work orders change orders service requests contracts etc. monitoring the procurement service delivery process.

• Ensures standards and specifications for procurement processes are properly defined and implemented within the various sectors.

• Maintains procurement / vendor files and establishes framework for quotation validity;

• Ensures proper documentation and recordkeeping for all procurement actions;

• Ensures maintenance of procurement files and records for audit purposes and institutional memory;

• Responding to queries and addressing issues.

• Ensuring that system information is keyed in accurately and the procurement system is updated as and when required

• Ensure Blumont Inventory and Asset and to ensure newly procured IT equipment and furniture is recorded on the Blumont Inventory and Asset record.

• Work in Cost point maintain vendor information and enter all operation purchase orders into cost point.

• Performs other duties as assigned by the direct supervisor according to his knowledge.



Required Skills & Qualifications:



• High School diploma required Bachelor’s Degree preferred

• 2-4 years of experience in procurement logistics and administration with experience on donor-funded programs required and previous experience on USAID-funded programs preferred.

• Knowledge of procurement regulations is required

• Fluency in written and verbal English required. Strong writing skills also required.

• Excellent computers skills particularly with MS- Office Package.

Travel

This will be expected travel up to 70%.


Duties & Responsibilities

Blumont is seeking for the position of Procurement Officer to provide support to COMAC activities related to logistics transportation and local procurements. Specific job duties will include but not be limited to the following activities.
