Required Qualification 




  • Bachelor’s degree either in Law Management/Administration Development Studies Program Management Business Administration and/or a closely related field.

  • Minimum of 5 years work experience is required at least three years a significant portion of which should have been gained in procurement and contracts management.

  • Knowledge of government context and experience with government is an asset.

  • Good report writing skills is essential;

  • The use of Microsoft Office applications is essential.

  • Prior experience with World Bank-funded projects would be an advantage

  • Strong interpersonal verbal and written communication skills.

  • Must have knowledge of World Bank guild line & Afghanistan’s Public Procurement Law.

  • Good oral and written skills in Dari Pashto and English languages;

  • Ability to work effectively in a multi-ethnic and multi-cultural environment;

  • Frequent interaction and contact with local government and non-government colleagues


Duties & Responsibilities

Summary:




  • The procurement Specialist is responsible for overall management of procurement related matters of the Project including but not limited to the followings:



Duties and Responsibilities:




  • Prepare an overall procurement plan of goods works and services for PMO Office under World Bank and PMO/DABS policy and working procedures; collect request/needs consolidate and incorporate in the annual procurement plan;

  • Ensure that procurement plan is implemented with regards to timeline;

  • Manage and follow up of the procurement process and ensure that all processes are in accordance with the Government Procurement Law;

  • Prepare tender documents (RFP’s)(RFQ’s)(SBD’s) and keep a record of all tender documents (RFP)(RFQ’s)(SBD’s) and supporting documents

  • Participation in the bid opening and evaluation of received proposals together with other members of the Evaluation Committee as well active participation in all procurement meetings;

  • Assist in preparation of contracts for procurement of goods works and services and negotiations of certain conditions of contracts in full compliance with the Government Procurement Law& World Bank procedure

  • Monitor and regularly update the procurement plan in coordination with annual work plan of the PMO Office;

  • Conduct market survey or research to find general price trends while required;

  • Ensure that Government or donors procurement procedures as described in grant agreements are fully complied with at all stages for procurements of goods works and services under projects

  • Make all necessary arrangements for procuring goods works and services including finalizing purchase documents and ensuring that technical specifications of goods are in compliance with the required need of project

  • Prepare contracts for all consultants hired during project life

  • Maintain a proper records of all goods procure

  • Ensure transparency is maintained in overall procurement and transactions under project;

  • Prepare monthly and quarterly reports regarding the progress of the procurement activities   

  • Any other related tasks given by the supervisor



Reporting Obligations:




  • Reporting to: The Procurement Specialist will report directly to the Project Manager Mazar IPP.
