Bachelor’s degree certified by the Ministry of Higher in Business Administration or similar field is required.
4 years’ relevant experience in an equivalent position
Experience with USAID-funded projects preferred
Basic computer skills including experience with word processing and spreadsheet programs
Ability to write and verbally communicate clearly and concisely in English Dari and Pashto
Proficient in computer programs including Word Excel and Outlook PowerPoint and Outlook
Ability to work both independently and in a team.

Duties & Responsibilities
The Procurement Specialist will work closely with the Procurement Manager; and she/he will be responsible for ensuring that all procurements are performed in compliance with USAID and Chemonics policy and procedures guiding and mentoring procurement assistants and will perform any other tasks assigned by the Procurement Manager/Operations Director.
Monitor track and expedite all CBA Project procurement activities in collaboration with Procurement Manager.
Ensure that all Procurement files are accurately maintained with both physical and scanned copies.
Ensure procurement procedures and policies are followed accurately.
Review Procurement Action Request (PAR) forms from project staff for completeness.
Track and process procurement requests to ensure timely and accurate completion and provide regular updates to requestors.
Prepare and issue Requests for Quotations (RFQ) oversee and train procurement staff in RFQs.
Conduct cost/price quality and review of bids received.
Procure commodities and render services as required.
Review purchase orders for completeness and correctness and obtain acceptance of vendor and approval from CBA signatory.
Collaborate closely with Operations Director as required.
Ensure and adhere to standards of USAID regulations and Chemonics’ procurement policy.
Ensure that PAR PO and BPA trackers are up to date and complete.
Review payment packages for completeness before submission to Finance Department.
Guide and mentor Procurement Assistants to perform effectively.
Any other task assigned by Procurement Manager/ Operations Director and/or their designees.
