Ø Business Degree or equivalent work experience with USAID or NGO’s.
Ø Understands general business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for commodities and services.
Ø Experience in preparing RFP’s, and RFQ’s
Ø Ability to learn and execute in the formation of subcontracts.
Ø Familiar with the FARs and US Government Contracts
Ø Ability to read, comprehend, and apply information relating to subcontracts and purchasing processes in English.
Ø Ability to communicate orally in the English, Pashto, Dari or other required language with customers, co-workers, and vendors in face-to-face, one-to-one settings, or using the telephone and/or email.
Ø Capability to enter data into a terminal, PC, or other keyboard device, for long periods of time.
Ø Ability to file and update files, both hard as well as soft files.
Ø Work cooperatively with other employees, branches and suppliers.
Ø Resolve inquiries and complaints from assigned suppliers under the direction of Contracts and Procurement Management.
Ø Perform arithmetic calculations, such as calculating interest, discounts, and shipping charges; use common units of measure; maintain an effective liaison with vendors, management, staff, and co-workers.
Ø Must be able to pass all back ground and necessary screening checks for the position.
Ø Must live in or around the surrounding Kandahar area and have reliable transportation to and from work.
Duties & Responsibilities
Scope of the work
Assisting in obtaining the best possible requisition of goods/services listings until complete and final settlement when pertinent invoicing takes place. Independently determining the disposition of routine procurement problems. Ability to prioritize and meet deadlines that are required by the project. A working knowledge of Word, Excel, Power Point, and Microsoft Outlook is necessary.
Duties and responsibilities:
Ø Responsible for assuring that the requirements for purchased items are completed in a timely and cost-effective manner that meet within established Foreign Acquisition Regulations (FAR) guidelines.
Ø Under the direct supervision of Kandahar Operations Manager, assist with the managing the local logistical requirements of the team.
Ø Implements, controls and maintains an effective communications system with other departments in effective way.
Ø To maintain all subcontracts, procurement and filing properly segregated in according to the F.A.R.
Ø Prepares Bid Packages RFP/RFQ’s, development of subcontracts, change orders.
Ø Reviews orders for completeness, accuracy, and compliance.
Ø Organizes, updates, and retains product information files and subcontracts records. Ability to work with the local suppliers by traveling to their local places of business.
Ø Review and negotiates best price quotations and proposals for long terms agreements.
Ø Suggest ways to improve current Procurement Services efforts.
Ø Manage relationships for assigned subcontractors/suppliers.
Ø Maintains data and prepares reports using office automation software as necessary.
Ø Is capable of designing reports as needed, uploading electronic files in a timely manner and building and maintain subcontracts hard copy files as well as electronic files.
Ø Perform any other related tasks assign by the Kandahar Operations Manager
