Under the supervision of the Country Director the Programme Manager is responsible to:
Prepare quality project proposals and take role in the budget plans and narratives;
Participate in the production of quality narratives budgets plans and reports in coordination with the country management staff and in compliance with RET’s and the donor’s expectations;
In coordination with the Country Director and the Project Coordinator(s) develop effective and efficient Work-Plans and M&E Plans with detailing each required steps to achieve RET’s objectives in compliance with contract(s) signed with the donor(s) governmental institutions and other stakeholders;
Closely follow up on the implementation of the Work-Plan and if necessary take any corrective measure to ensure timely implementation of the activities and/or revision of the Work-Plan;
Supervise and guide the full implementation management coordination and achievement of expected outcomes of RET projects in the country;
Implement RET’s strategies policies and procedures in a timely effective and efficient manner;
Guide supervise inspect and train Project Coordinators and Project Teams and Reporting and M&E Teams and review the work produced by her/his subordinates;
Ensure strict adherence to the project proposals including but not limited to beneficiary selection criteria M&E requirements and proper selection quality quantity and timely delivery of all project goods and services;
Monitor diagnose and solve any kind of deviation from the proposals and rationalise the reasons with even-handed justifications when a deviation derives from an unforeseeable and/or inevitable force majeure;
Guide the Project Coordinator(s) in their day-to-day work to ensure the activities are planed efficiently and implemented in compliance with contract(s) signed with the donor(s) and other stakeholders;
Undertake frequent field missions to ensure the project activities are effectively implemented in line with work plan requirements as described in the progress reports and in compliance with contract(s) signed with the donor(s) and other stakeholders;
Create harmony and full motivation among the teams to ensure prevailing of a proper team spirit;
Report and advise to the Country Director in a timely manner on any discrepancy challenge or difficulty met during the planning or implementation of the activities especially when it could affect the achievement of RET’s objectives;
Ensure healthy and solid closure of the projects at the end of the project life cycles;
Manage in a transparent way RET’s resources fulfilling effectively and efficiently the tasks entrusted;
Propose constructively alternative solutions to problems that arise in the work area.
Finance Administration HR and Logistics:
Closely coordinate with the operational departments such as Finance and Administration Human Resources (HR) and Procurement and Logistics to ensure a proper allocation of the necessary resources for an efficient and effective implementation of the project(s);
In coordination with the Country Director Operational Managers and Project Coordinator(s) supervise and validate the budgets budget plans or narratives procurement and logistics and HR documentation when deemed necessary for the allocation of resources for the implementation of the planned activities;
When required participate in the HR procedures (recruitment performance management staff development etc.). This will include ensuring that her/his subordinates have performances objectives and are fairly managed accordingly;
Participate to the elaboration of accurate financial reports as requested by the Country Director in collaboration with the Head of the Finance Department;
Monitor discipline and adherence to the code of conduct and HR Manual by the program staff;
Ensure that the whole program team members comply with RET’s other administrative processes and procedures and local laws and regulations;
Monitoring Evaluation and Reporting:
Participate in the creation and development of the M&E tools & templates under the supervision of RTD and in close cooperation with the CD;
Ensure the project teams reported their activities accurately and monitored and evaluated appropriately by the Reporting and M&E Teams.
Together with Reporting Officer and the Project Coordinator(s) ensure that data on programme beneficiaries processes progress and performance are collected entered and analysed in a timely fashion and documented in line with DQA requirements using the proper project tracking tools designed under the supervision of the RTD;
Follow up with Project Coordinator(s) on implementation of programmatic activities in line with the projects’ work plans and M&E plans (Timelines Milestones & Targets);
Review the field completed M&E forms (ensuring accuracy completion & timeliness of datasets & forms) prior to upload to Dropbox in collaboration with the Regional TARM. In tandem ensure the development and maintenance of a proper M&E filing system (M&E paper trail) at project and country level(s) in line with donor requirements;
Participate in the timely development review and edit of periodic consolidated project reports (e.g. monthly SitReps quarterly or final reports) submitted by the Project Coordinator(s) by comparing reports against M&E forms kept on file and in compliance with RET’s HQ and Regional’s requirements as well as with the donor(s) contractual obligations;
Send the final reports to the Country Director for approval and Submission to the RTD CD and ADSRO;
Follow up with the Project Coordinator(s) on inconsistencies resolving data discrepancies highlighted by the Reporting Officer upon reviewing and comparing monthly reports to M&E forms;
Conduct periodic data quality checks in coordination with the RTD CD and ADSRO;
Ensure compliance and controls environment is effectively managed by the project team;
Take the necessary measures to ensure as much as possible the safety of all staff and implement emergency security evacuation plans as appropriate;
Regularly report to line manager and security Focal points on safety and security issues;
Develop and maintain management risk register and regularly report to line manager; proactively put in place risk mitigation measures against potential high-risk areas (e.g. staff security theft etc.)
If requested by the Country Director participate in coordination meetings with the authorities and/or partners;
Complete any additional task as requested by the Country Director and other supervisors.
