• 4 or more years’ experience in the sector of relief or development with some expertise in project management and implementation
• Experience in project monitoring reporting and accounting
• Experience working on projects that include distributions
• Experience in community mobilization and the ability to manage meetings with community leaders government officials NGOs and other stakeholders
• Experience working on Health or WASH projects.Preferred

Duties & Responsibilities


World Vision Afghanistan has been working in Afghanistan for more than14 years addressing health education and livelihood issues. Together with the government and the communities in the target areas World Vision Afghanistan has been working to achieve the goal of WV Afghanistan up to 2020 that is improving survival and wellbeing Afghan girls and boys building the foundations for a better future for Afghan children and their communities.

The P&G Safe Drinking Water for Afghan Facilities Project is a project that seeks to reduce the incidence of waterborne diseases through the provision of water purification packets and hygiene education to target communities in Herat Province.  It is envisioned that these water purification packets will provide communities with a water treatment option until the Citizens’ Charter provides communities with improved water systems.  This position is located in World Vision Afghanistan Herat Office.


The Project Manager will take the lead on ensuring the effective management of the P&G Safe Water for Afghan Families project according to donor and World Vision requirements.  The Project Manager will ensure the project is implemented as per the approved project design.  This means ensuring water treatment packets are distributed and hygiene education is delivered according to the approved timeline.  The Project Manager will also ensure staff have full commitment to their duties for successful implementation as per the project schedule.  The Project Manager will also be responsible for project reporting and documentation.



  • Following the agreed on plan of action manage the implementation of the project to schedule.

  • Report any delay and deviations immediately.  Troubleshoot solutions for project challenges.

  • Supervise and manage staff reporting to this project.


  • Ensure the timely procurement and delivery of project resources.

  • Ensure distribution of water purification packets and hygiene training is done in a timely manner according to the project schedule.

  • Monitor and record distribution activities including beneficiary information.  Ensure appropriate paperwork is provided i.e. distribution plans beneficiary lists distribution reports.

Coordination & Accountability  

  • Liaise with Government and other stakeholders and represent World Vision in the area of project implementation.

  • Ensure effective coordination with project staff and other WV departments (finance technical sectors admin etc.) for successful accomplishment of the P&G project objectives.

  • Monitor control and evaluate budget and actual expenditures on a monthly basis strictly adhering to WVI financial policies and procedures.

  • Prepare monthly update reports.

  • Prepare mid-term and end-term reports with WVA Program Officer.


  • Networking with other projects government UN non-governmental organizations (NGOs) and key agencies in the project area to prevent duplication and to enhance project quality.

Capacity development 

  •  Build the capacity of project staff to deliver on the project objectives in an effective and efficient manner. 

Other roles  

  • Perform any other duties as required by the supervisor.

  • Prepare timely and accurate periodic reports as required by the Program Officer and the WASH team.
