Master’s degree in the field of LLB Public Policy and/or Public Administration BSc(Econ) and any relevant disciplines.
Minimum 6 years of progressive work experiences with INGO or Afghan NGO managing large development and policy making projects.
Working experiences in policy development protection and capacity building with community/IDPs and local authorities.
Experience in strategic planning and execution.
Strong knowledge of contracting negotiating and change management.
Very good English written and oral communication skills.
Able to speak in national languages
Duties & Responsibilities
Purpose of The Position:
Ensure the full compliance of project operations with WHH rules regulations and policies implementation of corporate operational strategies establishment of management targets and monitoring the achievement of results; preparing and sharing project reports (programmatic and financial).
Ensure the planning organizing and the development of National Action Plan Project of WHH that will be implemented through direct delivery and in coordination with relevant ministries of GIRoA and other relevant stakeholders
Adhere full compliance of project operations with WHH rules regulations and policies implementation of corporate operational strategies establishment of management targets and monitoring the achievement of results.
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations
Improve the planning and operational systems processes and policies in order to achieve project objectives as well as WHH mission -- specifically support better management supervision reporting and information flow.
Establishment of healthy relationship and working arrangements with project stakeholders and ensure a transparent and correct communication with project stakeholders particularly MoRR.
Oversee overall financial management planning follow-up expenditure procurement processes reporting systems and internal control mechanisms in the project.
Oversee monthly and quarterly assessments and forecasts of projects financial performance against budget financial and operational goals. Oversee short and long-term financial and managerial reporting.
Constant monitoring and analysis of the operating environment timely readjustment of the operations advice on legal considerations and risk assessment;
Organize and implement capacity building of project staff in close coordination with the Regional Manager and the HR Officer
Organization and oversight of Project bank and cash management processes including liquidity management risk assessment bank relationship management; timely accounting and reconciliation of all transactions security for cash assets on site;
synthesis and reporting of lessons learnt/best practices and sound contributions to WHH knowledge networks and communities of practice;
Project compliance with corporate human resources policies and strategies;
Optimal staffing of the office and projects;
Oversight of recruitment processes in accordance with WHH rules and regulations appropriate use of different contractual modalities contracts management.
Maintenance of the proper performance management and staff development systems.
Area compliance with corporate rules and regulations in the field WHH procurement policy including sourcing strategy supplier selection and evaluation quality management e-procurement promotion and introduction performance measurement;
Develop and manage annual project budge
Develop IDP related training manual and conduct trainings for project stakeholders at different level
Travel to the project targeted provinces conduct required studies and develop required concepts
