  • Candidates should have a Master’s degree in Law, Political Science, Economics, or in a related field, PHD degree is preferred;

  • 5-7 years’ experience in project management, preferably with experience in conflict resolution and peace building;

  • Strong reporting, communication, interpersonal and social skills;

  • Proficiency in the use of computers and the internet, including MS-Office;

  • Must have strong team building and team work experience;

  • Awareness of, and willingness to follow, conflict sensitive program management and do-no-harm techniques.

  • Willing to make occasional visits to the targeted provinces.

Duties & Responsibilities

Job Summary

Under the direct supervision of TLO’s senior management, the project manager is responsible for planning, overseeing and documenting all aspects of this project. The project manager will work closely with upper management to make sure that the scope and direction of project is on schedule, as well as other departments for support. This position will be based in Kabul with occasional travel to the provinces.

Duties and Responsibilities

The three major aspects of this position are supporting the creation of Community Watch groups to monitor the performance of Afghan National and Local Police at a local level, facilitating biweekly community dialogues to create inclusive community reviews of police performance, and facilitating regular public dialogues with the Ministry of Interior, EUPOL CSTCA, and other relevant officials in Kabul. This requires overseeing and coordinating all aspects of the project in all three provinces as well as the activities in Kabul;

  • Ensure smooth implementation of project activities across all three targeted provinces, as well as in Kabul headquarters;

  • Supervise staff involved in project, particularly provincial project officers, M&E officer, and master trainer, and work closely with international lead report writer/consultant;

  • Coordinate with partner NGOs in SET consortium;

  • Oversee staff hiring as deemed necessary for the project;

  • Organize, attend, and prepare minutes for Kabul level meetings, oversee and receive minutes from provincial-level events to be turned into reports;

  • Work with the project M&E officer and TLO program manager to develop an implementation and reporting schedule for the project:

  • Oversee internal reporting by project staff, ensure data is compiled correctly and submitted to M&E officer;

  • Monitor implementation of activities both in Kabul and in provinces;

  • Inform program manager of any problems and/or delays;

  • Keeping track of project deliverables and deadlines to donors;

  • Compile, write, and submit regular reports on project activities, in collaboration with program manager, M&E officer, and project officers;

  • Team lead for consortium; oversee implementation of project activities as outlined in donor proposal:

  • Liaise with key actors in center as well as provinces (government/police, MOI, local CSOs/CBOs, community members);

  • Help identify suitable members for CWs;

  • Identify and modify programs as necessary, in discussion with TLO program manager;

  • Oversee training materials and workshops, provide quality control of training materials;

  • Work closely with M&E officer and international consultant to develop baseline and endline assessments as well as regular evaluations;

  • Collect quarterly briefing reports from field and submit to international consultant for analysis and the development of policy briefs;

  • Coordinate financial and administrative matters;

  • Identify potential risks to project activities as well as opportunities to expand or improve;

  • Ensure neutrality of TLO in entire process and all activities;

  • Assist with smooth coordination of activities with district governors;

  • Participate in major meetings and workshops on behalf of TLO;

  • Assist program manager with donor liaison activities:

  • Assist in presenting findings to donors at meetings;

  • Act as focal point for SET partners in discussions with donors;
