Minimum of two years of work experience. Experience in working in an NGO highly desirable.

Working knowledge of the issues and objectives of civil society.

Demonstrated facilitation consulting and/or training experience required.

Demonstrated interpersonal skills including diplomacy tact and the ability to negotiate and influence.

Excellent communication skills: speaking writing and listening.

Fluency in Dari Pashto and English.

Good computer skills including experience using Microsoft Word Excel Internet Outlook and data-bases (MS Access).

Ability to work both independently and as an effective team member.

Strong sense of adaptability and ability to work and live in a stressed and result-oriented environment.

Professionalism in appearance and demeanour.

Duties & Responsibilities

Project Summary

The overall aim of the project is to strengthen the interaction between civil society organizations (CSOs) and MoE in order to enhance responsiveness efficiency and transparency on essential education services delivery processes

Overall Responsibilities

Under the overall steer of ACSFo Project Manager in Kabul the incumbent is responsible for overall leadership management implementation coordination and reporting of the assigned project to ensure that the project achieves the desired and intended measureable and verifiable results on time within budget and in compliance with the donor’s and ACSFo policies and guidelines.

Reporting to:                         Project Manager

Major Tasks:

Establish close and collaborative working relationships with Chemonics ACSFo Program Finance HR Administration M&E and other departments in Kabul province.

Establish relations and communication channel with ACSFo Public Outreach and Communication Officer Training Officer and Project Manager in Kabul. In consultation with Project Manager establish align and coordinate monthly work plans and reports.

Contribute to Chemonics to create the necessary tools and closely monitor project and project partner performance against the work plans and budgets and project proposal on a monthly quarterly and annual basis.

Oversee all project procurement expenditure and accounting and ensure that it is in line with ACSFo and Chemonics policies and guidelines.

Contribute Developed a mechanism for effective feasible and accurate oversight strategy for information sharing between the MoE and citizens for a productive advocacy policy influence and resource mobilization.

Contribute to increase productive capacity of CSOs to engage constructively with educational department and hold MoE to account

Contribute to increase capacity of IT department for constructively provision of online information to MoE clients.

Contribute to create public forum to support MoE transparence effectiveness and information sharing.

Contribute to enhance public awareness raising for MoE its service delivery and effectiveness.

Keeping communication with CBA relevant partners and report to Project Manager in monthly basis.

Do the on-going monitoring from the activities from the field.

Develop and submit action plan on CBA project activities.

Keep in communication with Training Manual Development Specialist and Website Development Specialist and update the Project Manager accordingly.

Prepare timely quality narrative project reports for ACSFo and the Chemonics in English.
