HAS is looking for an experienced individual with extensive knowledge in donor relationship fundraising and successful proposal development ideally the applicant will have at least 3-5 years of successful Proposal writing and development experience specifically with the development and private sectors projects funded by UN agencies USAID DFID World Bank and other donor agencies. The applicant must have exceptional communication skills and excellent written English. It is desirable that the applicant is familiar with proposal procedures of major donors the UN and government of Afghanistan.
The successful candidate should have a proven track record for creative excellence in developing fundraising plans and developing organizations’ fundraising capacity.
The successful candidate must demonstrate a proven track record for raising funds from individual corporate and international donors.
Strong preference will be given for a person with familiarity with Humanitarian Assistance programmes community development education economic growth and private sector development and women economic empowerment programmes.
The successful candidate must have the ability to work independently excellent written and verbal communications and with strong outcomes orientation that gets results.
Excellent spoken and written Language and ability to speak either one or both national languages of Afghanistan (Pashto and Dari).
Bachelors degree in relevant field 5+ years very relevant experiences may have considered as education equivalent bachelors are preferable.
High communication Research and analytical skills
High command of working with MS Word Excel and PowerPoint
Ability to manage projects independently including prioritization and Attention to detail
Ability to excel in fast-paced deadline-oriented details-driven environment
Duties & Responsibilities
Assess HAS current fundraising program Board and senior executive’s expectations current capacity and environmental context for fundraising utilizing past documents HAS past experience and plans and limited interviews with relevant officials.
Identify strengths and weaknesses of existing fundraising efforts and infrastructure to determine areas for improvement and development.
Assess the opportunities and threats external to the organization as well as the agency readiness that will inform the fundraising plan to ensure its success.
Develop a multi-year fund development plan and implementation strategy to build a fundraising program that generates annual in unrestricted revenue and is reflective of and in alignment with HAS mission/vision/values/strategy and capacity to execute and sustain.
Develop a comprehensive fundraising plan with strategies to increase HAS fundraising efforts from existing donors in Afghanistan particularly Internal Community (IC) engaged in supporting to sustain Government of the Islamic Republic of Afghanistan (GIRoA) and develop and sustain economic growth in Afghanistan.
Recommend key components and tactics for 2019 and beyond implementation including possible donor circle and donors mapping.
Initiate the implementation stage in conjunction with the Executive Director (ED) for an agreed upon time following the completion of the plan.
Identify at least 10 new high-potential donors.
Provide guidance senior management staff on how to implement the fundraising plan and develop and keep donor relationships.
Recommend a potential course of action to identify resources and establish roles to meet the fundraising strategies outlined in the plan.
Regularly see the ACBAR website and other website of international and national donor organizations to and upraise the ED and relevant senior staff or developing and submitting proposals and response to an Expression of Interests (EoI) and Request for Proposals (RFPs).
Evaluate the opportunities publicly advertised and cross check with HAS strategies vision mission and values and those that meet have to pursued.
Develop relationship with national and international donor organizations through attending various relevant events including pursuing bilateral meetings where available.
Represent HAS and continuously raise the profile of HAS among national and international donors.
Keep track record of submitted responses to EOIs and RFPs and provide responses that may come out of EoIs and RFPs.
Provide and present the fundraising plan to the senior management team and later to the Board at HAS Board meeting in mid-2019.
Keeping up to date the HAS web site and lead the preparation of annual reports and it publication softly and hardly.
Reviews the final cost calculations and budget/pricing models ensuring it is comparable with technical proposal/bid;
Performs properly any other task/duties assignment by HAS management.
