  • Advanced university degree in law social/political science or related fields 
  • At least 5 years’ experience in the implementation of field-based protection projects in conflict-affected areas
  • Proved experience in displacement and durables solutions contexts 
  • Good understanding of key issues related to Humanitarian International Law Human Rights GBV Psychosocial Support Child protection Individual and Community Protection Assistance House Land and Property (HLP) etc.  
  • Experience in supervision capacity building and support of project and partners staff
  • High proficiency in written and spoken English Dari and Pashto 
  • Very good writing and reporting skills
  • Strong organizational interpersonal negotiation and communications skills 
  • Ability to cope with heavy workloads and to work under pressure
  • Highly motivated results-oriented and creative in problem-solving
  • Willingness to travel and work under difficult conditions in settings with few amenities 
  • A high level of social-cultural sensitivity when dealing with colleagues partners and beneficiaries
  • User level computer literacy (Office Package Outlook etc.) 

Note: This position is contingent to project approval and funding availability.

Duties & Responsibilities


The experienced Protection Coordinator will provide the technical lead on Oxfam Afghanistan’s activities within the field of GBV and overall protection programme. The Protection Coordinator will ensure that interventions are technically sound take into account international best practices and are appropriately meeting the needs of GBV victims vulnerable groups and affected communities. The Protection Coordinator will be based in Kabul with frequent missions and travels to target provinces communities. The Protection Coordinator will work with programme and support teams to develop protection mainstreaming tools and guidance to ensure protection is integrated within programme cycle management and will support staff partner and contractor capacity building through training and awareness-raising sessions on minimum protection standards. The Protection Coordinator will monitor and identify gaps in terms of field-based protection support organizational level protection mainstreaming and support Oxfam and its partners team in effectively addressing those gaps. The Protection Coordinator will provide regular context analysis updates on key protection trends to the Country Director Humanitarian Program Manager and project managers. 


Program Coordination:

  • Overall technical management and coordination of the protection programme within Oxfam in Afghanistan including ongoing risk management

  • Lead the development of the protection programming which has a strong GBV component to ensure it effectively addresses the needs of GBV survivors in target areas and contributes for development of existing protection and referral mechanisms

  • Liaise and collaborate with relevant partners local authorities and other key stakeholders

  • Promote the rights of IDPs/returnees and play an active role in lobby and advocacy issues related to the protection

  • Support Safe Programming in EFSVL WASH program activities including building capacity of those teams

  • Work closely with Protection Sector partners in Ministries UN agencies Institutions and Non-Governmental Organizations in collaboration with Gender Coordinator and Humanitarian Programme Manager

  • Manage/ supervise resources within defined boundaries or a specialized area which may include staff assets and/or budgets

  • Contribute to fundraising opportunities for expanding the Oxfam programmes

  • Providing specialized technical advice for Oxfam staff and partners

Capacity Building:

  • Conduct the capacity assessment of the partners and community-based organizations government line departments and develop and implement the capacity building plan

  • Provide on job capacity building of Oxfam and its partners staff regarding GBV programming including targeted protection monitoring case identification assistance provision referral mechanisms in line with Oxfam’s protection approach and sectoral standards

Monitoring and evaluation:

  • Regular monitoring of Safe Programming and specific protection activities

  • Develop a framework for monitoring and making timely adaptations to the protection program and ensure adherence

  • Develop the case studies pictures interviews and archiving the project documents

  • Document the lessons learned and provide recommendations

  • Provide technical support to Oxfam MEAL team in monitoring and evaluation of protection aspects the component of projects

Safety and Security:

  • Liaising the targeted geographical area security information with Oxfam’s security department in Kabul

  • In coordination with Oxfam’s security department to develop and update risk analysis and risk management plan

Information and reporting:

  • Systematic and regular data collection and responsible data management on protection programme as per Oxfam’s policies and the ICRC Professional Standards for Protection

  • Develop or contribute to donor reports


  • Represent Oxfam in relevant protection forums and meetings at the National and provincial level

  • Ensure Oxfam has an active profile in coordination with relevant ministries departments NGOs UN agencies and other actors and thematic clusters at the national and provincial level

  • Networking with relevant stakeholders including International and National NGOs UN agencies Government line ministries Protection cluster GBV sub-cluster Gender in Emergencies Working Group
