  • A minimum  bachelor’s  degree  in  horticulture  or  any  other  relevant  field with 5-years of progressively relevant experience;

  • Strong technical (horticulture) and management skills are required to manage the farm-level activities at regional level;

  • Proven management  skills  in  developing  facilitation  programs   supervising  the implementation of the provincial facilitators and monitoring their performance;

  • Must  have  experience  in  dealing  with  the  private  sector  –  ideally  horticultural traders and processors as well as the ability to dialogue with farmers in the local language;

  • Demonstrate good written skills in English and demonstrate good interpersonal and communication skills.

  • Familiarity with working a large multinational team.

  • Ability to manage supervise and guide both; technical and operational members in the provinces;

  • Understanding  of  and  experience  with  the  arrangements  and  organization  of events and workshops;

  • Demonstrated  ability  to  use  MS  Office  packages  (Microsoft  Word   Excel PowerPoint and Outlook);

  • Ability to solve issues that may arise at the farmer and community levels;

  • Demonstrated report writing abilities.

  • Demonstrated ability to create and maintain effective working relations with the relevant donor/partner and stakeholders

  • Demonstrated leadership qualities depth and breadth of project management expertise

  • Strong interpersonal writing and oral presentation skills

  • Ability to work independently and manage work flow

  • Relevant computer software skills

  • Excellent interpersonal skills and experience establishing and maintaining good relationships with a wide variety of stakeholders in the field

Duties & Responsibilities

RSSAO is seeking a Regional Managers to work under the direct supervision of the Project Manager and the Program Director at RSSAO for overall coordination Communication Implementation quality and reporting of the project in the respective regions of Afghanistan. The Manager is required to achieve the desired objectives of the Project within the allocated time and resources in their respective regions. H/she will be fully responsible for leading the project team and guide their activities to ensure inputs are timely and achieve their intended purpose. The position holder will be based in respective region with frequent and necessary travels to the project sites locations and communities under the respective region.

Specific Duties;

  • Lead and take responsibility for regional planning implementation and reporting

  • Support the project in technical preparations planning and reporting

  • Develop and present field level action plan and reports

  • Provide regional level leadership to technical aspects of the funded projects including general administrative processes financial management grants management logistics and reporting;

  • Establish and maintain sound and transparent procedures for regional level activities

  • Develop analyze and monitor field level project budgets monitor and track obligations and expenditures against budgets

  • Manage regional level project procurement processes and records

  • Manage project based administrative processes and records in the region

  • Manage and supervise the administration of the regional office and operations staff;

  • In coordination with the stakeholder and Project Manager liaise with the farming community for identification of potential proponents prepare  SIPs  and  contribute  in  award  of  subproject  agreements  with  farmer/farmer community;

  • Ensure adherence to program administrative procedures and guidelines exercises quality control of service delivery and provide program and operational support to regional support staff and field facilitators;

  • In coordination with  the stakeholders in the field develop monthly quarterly and annual work  plans  for  the  implementation  of  approved  sub-projects  in  that  specific region—report and discuss common experiences and issues;

  • Evaluate work progress against project approved plan (for on-farm level activities) frequently and ensure the progress contributes to the project objectives;

  • Supervise his/her provincial team;

  • Any other task assigned by the National Manager.
