Experience – A minimum of four years relevant or seven years overall experience in finance and administration with USAID-funded projects.
Education – Bachelor’s degree in Finance Accounting or similar areas.
Language Skills - Level III English capability required.
Computer Skills - Good skills in using word processing and spreadsheet as well as electronic communications programs required. Self-Motivation and guidance - demonstrated initiative and self-motivation in handling all assigned tasks required.
Flexible ability to work under pressure and long hours
Good knowledge of local culture and customs and ability to work with diverse teams
Willingness and ability to travel extensively in the designated regional municipalities as well as to Kabul while required as necessary

Duties & Responsibilities
The Regional Operations Finance/Admin Coordinator will provide Administrative & Financial support to SHAHAR’s South Regional Office in performance of all Regional and Municipal Administrative & Financial activities according to the DAI policies and procedures.
Specific Duties and Responsibilities:
The Regional Operations Finance/Admin Coordinator will perform following functions but not limited to:
Ensure that proper record-keeping and expense procedures are implemented for operational and project expenses in accordance with DAI and USAID rules and regulations;
Ensure spending is within budgetary limits and maintain communication with Municipal and the Kabul Central Office;
Support financial functions of the Municipal Offices.
Assist Municipal staff with the preparation of reports and other projects;
Process any expenses or petty cash in a timely manner; reconcile Petty Cash on a daily weekly and monthly basis;
Assist Finance Department in advance issuance and settlement to Regional and Municipal level;
Maintain vehicle and generator log books;
Ensure that all reporting requirements are met while implementing proper reporting procedures and maintaining quality; and
Any other tasks assigned by supervisor.
Prepare staff travel and/or lodging documentation for processing of invoice payments;
Assist in making reservations for accommodation and/or flights;
Coordinate all refreshments for meetings and trainings;
Research and maintain an up to date database of accommodation options (including contact details and prices) throughout SHAHAR regional locations working with procurement manage any agreements/contracts in place;
Assist with data entry and record management for all aspects of operations department administration;
Assist the facilities department in maintaining office supplies ordering replacements and ensuring accurate completion of the stock records;
Raise requisitions as requested by the supervisor;
Support the operations team on the regional level on asset control including conducting of periodic physical inventory of property tracking tagging of assets recording management shipping related paperwork/filling;
Prepare any staff announcements as instructed;
Develop and maintain office filing systems; takes prepares and distributes minutes from meetings; and
Assist and facilitate the staff with official memos and correspondence.
