A bachelors degree in business administration economics commerce social sciences or other related field with at least five years of relevant work experience

Master degree is preferred

Specialized additional diploma/certificate in project management and rural development disciplines will be plus points 

Readiness for frequent travel to ASIO coverage areas.

Good computer skills in Word Excel and Internet.

Fluency in English Dari and Pashto both written and spoken

Duties & Responsibilities

This recruitment is conditional on ASIO entering into a contract with WEE-RDP for facilitation of the social mobilization aspects of the project in Baghlan Takhar & Badakhshan

Regional Programme Manager will be responsible for all activities under ASIO’s agreement with MRRD toward the implementation of Women’s Economic Empowerment Project over a three-year period.

WEE-RDP will fall within the purview of ASIO’s Rural Development Programme Unit which has the following sub-components (1) Citizens Charter Afghanistan Project; (2) Community Governance and Livelihood Project; (3) Water Sanitation and Hygiene-WASH; and (4) Construction Projects.

Nationally the Women’s Economic Empowerment Rural Development Project (WEE-RDP) will be implemented in 76 districts covering all 34 provinces following two implementation modalities: 1. By utilizing the services of Facilitating Partners (FPs) and 2. Directly by MRRD personnel at national provincial and community level.

WEE-RDP will promote women’s economic empowerment through strong financially sustainable and self-managed community institutions improved income sustainable enterprises and developing increased access to finance and markets.

Main Responsibilities:

The Regional Program Manager will be responsible for overall progress and in charge for conducting all programs activities in the Province

The provincial manager will plan manage and coordinate the implementation of the WEE-RDP Project in the selected districts of the province.

The provincial manager will assist in the identification and solution of key points related with the implementation of the project activities regarding Self-help Groups (SHGs) Village Saving and Loan Associations (VSLA) and Enterprise Groups (EGs).

S/he will ensure effective coordination and representation to and with WEE-RDP the provincial PRRD office provincial and district governors and NGOs and all other relevant stakeholders.

Mentoring and handholding of all relevant project staff in assessments designing implementation and monitoring & evaluation.

Perform any other task as assigned by the line manager.
