  • The position is based in Badghis province and requires flexibility to travel to Herat province on regular basis.

  • 3-5 years’ security-related experience with 12 Grade Bachelor is preferred.

  • Experienced and knowledgeable in security/safety-related subjects threat/risk assessment security management and personal and organizational security awareness.  

  • Prior experience in the development and delivery of standardized training packages to national staff

  • Technical competency and training experience in field-based communications systems (such as HF Codan Motorola VHF/Thuraya)

  • Proven experience of working effectively in complex security environments

  • Fluency in English Dari and Pashtu (written spoken comprehension)

  • Computer skills (including MS Word Excel Access and internet)

  • Ability to work closely professionally and constructively with all others regardless of nationality ethnicity gender religion race tribe or cultural background

  • Broad understanding of the work of the IRC in the humanitarian context

Duties & Responsibilities

Information Management:

  • To promote the development of appropriate security information networks relevant to all IRC teams working in Afghanistan.

  • To support managers/teams in collecting and disseminating relevant security information thus enabling line management to manage security and safety effectively. This includes the security phases and its implications.

  • To support staff in methods ensuring security information is recorded and analyzed regularly and help SSC provide regular concise and clear verbal and written security updates.

  • To ensure the staff movement in the area of operation is updated on a case by case basis.

  • To assist the SSC in the creation and completion of security documents and reports.

  • To attend the relevant security meetings.

  • To ensure the security management plan (evacuation welcome pack contact etc) is updated and accessible for staff.

  • To maintain the clear communication process on the roles and responsibilities of IRC as the employer and staff during incidents and crisis.

Supervising  and facilitating security and safety management:

  • To support line managers and the SSC to ensure that a functioning security management system is in place for west region (Badghis & Herat) including:-

  • Context analysis (internal and external) including: incident maps stakeholder analysis review of existing security management arrangements risk analysis (on a weekly basis and where the situation changes) and capacity assessment.

  • Scenario planning including recommendations on appropriate interventions (program objectives scope outputs based on judgments about access and security risks.

  • To support the SSC and IRC Afghanistan management to ensure that the security situation is monitored in Badghis & Herat and that regular security checks are undertaken and appropriate action taken and reported to the SSC.

  • To advise on and support the SSC and IRC Afghanistan management in the development of appropriate and user friendly Afghanistan Security Management Plans and Local Security Management Plans for field sites.

  • To support managers in the implementation of agreed security procedures ensuring that all staff are familiar with and adhere to these plans and are fully informed about any changes in security phases or procedures.

  • To co-ordinate with managers administration and supply chain to ensure that the appropriate systems of administration communication and transport are in place to facilitate good security management and work with the SSC on the provision of the necessary budget cover.

  • To undertake comprehensive security orientation briefings in field offices for new National and International staff and visitors.

  • Review and monitor the job performance of IRC guards and drivers and report to the SSC
