Work Environment

  • The Security Coordinator should have ability to travel to the field and zonal offices and if required stay there for several days. This position reports directly to the Security and Administration Manager who reports to National Director. The Security Coordinator should have ability to communicate with internal and external sources.

Duties & Responsibilities

This position is located the WV Kabul Villa. Kabul is considered as HIGH risk environment. Threat assessment for Kabul includes High and Medium Risk rated threats; all which require a dedicated security staff member to manage and mitigate risk. The Security Coordinator may be required to work extra hours weekend and over national holidays depending on need.


The Security Coordinator is responsible for managing the safety and security of all staff in Kabul Province. The Security Coordinator is required to have good contact with internal and external sources especially with local authorities. The Security Coordinator will track plan and organize all road movement within the Kabul City including airport pick and drop off and vehicle allocation. The Security Coordinator will represent WVA in external security meetings record key outcomes and share with senior management team. The Security Coordinator should recommend and implement risk mitigation measures including training for security guards and drivers in Kabul. Position holder is required to develop and assist with standard operating procedures specific to Kabul.  


Networking and engagement (internal and external)

  • Establish and maintain existing relationships with other NGO’s agencies and government departments local communities establishing comprehensive information sharing networks. Represent WV at INSO and security related meetings.

Kabul Office Security Room management

  • Oversee the Kabul Office Security Room and radio operations. Ensure vehicle/driver radio units are functional and users are competent in radio operation. Ensure vehicle tracking system is operational. Conduct radio check and ensure guard changeover is as per SOP.

Conduct regular security risk assessments actor mapping and update SRM documents

  • Update Kabul SRA and provide analysis and assessment information based on actor mapping and information networks. This is for the safety and security of the WV staff assets and programs.

Provision of security briefing for Kabul staff and visitors

  • Ensure that all staff receive relevant security briefing upon arrival in Kabul. This requires preparing a briefing document.

Prepare relevant SOPs

  • Prepare guard management and guard performance SOPs. In consultation with Security Manager and Fleet department prepare driver SOPs.

Miscellaneous (Emergency Management Support to other Zones ect).

  • Source external training providers. Procurement of security items from Kabul etc. Emergency Management Support to CMT


  • In consultation and agreement with the Security Management conduct Security Awareness in National Theatre (SAINT) for Kabul based staff

  • This is to ensure all WV Afghanistan national staff undertake SAINT.

  • Conduct Guards and Driver training

  • Prepare a training plan and train drivers and guards in Kabul Office and assist the NO and zonal offices.

Fleet activities:

  • Plan and organize all road movement.

  • Maintain vehicle movement board.

  • Coordinate with administration team for airport pick and drop off.

  • Coordinate with drivers for vehicle maintenance.

  • Track and record fuel consumption for vehicles and generators.

  • Prepare timesheets and LDR for drivers.

  • Having a smooth fleet management and project/support function demands are met
