a) Bachelor degree in business administration/ public administration or relevant discipline;
b) Minimum 4 years’ experience in relevant field with national and/or international organizations UN Agencies NGO or Army.
c) Experience in coordinating security issues.
d) Sound understanding of contemporary Security policies and practices.
e) Excellent interpersonal relations and problem solving skills.
f) Experience in the usage of computers and office software packages (MS Word Excel etc).
Duties & Responsibilities
Support the CPMO to counter all assessed threats to project personnel and property and to plan and implement measures to mitigate the various risks.
Detailed Tasks and Responsibilities:
Within the framework of the MEW Security Management Team (SMT) the Security Officer will carry out important roles to ensure that project personnel perform their work in a safe environment. Specific tasks to be undertaken by the SO include but shall not be limited to:
Develop implement and monitor CPMO security procedures standards and policies.
Develop security action plans in coordination with MEW SMT to address any gaps.
Maintain inter-office communication on security related issues.
Collect day-to-day security updates and information to the extent available from relevant agencies (ANSO Media Government Authorities e.g. NDS and ADB). Analyse the information and disseminate to staff/consultants.
Take note of security alerts by UN agencies (white city grey city etc.) and advise especially international consultants accordingly.
Work closely with MEW SMT on all aspects of security measures (management operation and communication).
Attend security meetings called by local administration and arrange security briefing for the staff if deemed necessary.
Conduct routine security surveys of the office to ensure security measures are in place.
Monitor security guards if any on a daily basis and instruct them on any identified gaps.
Develop route(s) schedules for international and national shuttles.
Alert staff of new security threats and propose measures to respond to them.
Coordinate security training with external security provider. Brief new staff and consultant’s/project visitors on the security situation security policies & procedures for staff based on gaps identified.
Serve as a liaison person between the Afghan National Security Forces (ANSF) which includes the Afghan National Police (ANP) Afghan Public Protection Force (APPF) and Afghan National Army (ANA).
Liaise with Afghan National Security Forces (ANSF) and provincial offices of MEW and MAIL with regards to all security related matters.
Keep staff especially the CAESU Team Leader and international consultants informed about security situations.
Conduct arrival security briefings for CPMO international consultants upon arrival in Kabul.
Complete incident reports when security protocols are not followed and submit them to the SAM.
Monitor track and regularly communicate with staff and consultants when in the field using tracking software and communication equipment.
Work with the CAESU T/L in international consultant’s movement.
Maintain a record of security related equipment’s.
Ensure all security related equipment are maintained so that they serve their intended purpose.
Perform other related duties as asked by supervisor.
Prepare and submit to CAESU T/L and Sr. Admin Manager a fortnightly report on security activities.
Other duties as indicated by the CPMO director.
