A minimum of a bachelor’s degree (master’s degree preferred) in environmental sciences natural resources management or any other relevant field;
A minimum of five years’ experience with master’s degree or seven years’ experience with bachelor’s degree in leading and providing technical administrative and management oversight of large and complex environmental and climate related donor funded projects;
Well-acquainted with national and/or international legal framework;
Fluency in English (speaking reading and writing). Ability to communicate in both Dari and Pashto is required;
Proven experience in preparing quantitative and qualitative reports; and
Proficient in use of all MS Office applications.
Duties & Responsibilities
The Senior Advisor - Legal Policy and Environmental will be an AECOM SWIM project employee. He/she will report directly to the SWIM Component 2 Team Leader and work in close collaboration with the Deputy Director General (DDG) of NEPA.
The purpose of this position is to provide advanced support to NEPA in the development and implementation of major policies programs budgets regulations plans and monitoring. The Senior Advisor – Legal Policy and Environmental will provide technical support and recommendations to NEPA executive staff on an appropriate allocation of public resources policy options executive budget and the development and implementation of legislation plans regulations and performance measures.
The Senior Advisor – Legal Policy and Environmental will assist NEPA to enhance the capacity of the Policy and Legislation Division in the following areas including but not limited to:
Duties & Responsibilities:
Support development of environmental policies and regulations in cooperation with NEPA technical division and national and international stakeholders;
Develop policy implementation and monitoring systems;
Develop mechanisms to process policy and legal frameworks through legislative procedures;
Develop and consolidate strategic plans aligned with NEPA’s strategic documents;
Standardize the development of programs and projects;
Form short medium and long-term environmental plans in conjunction with other divisions in the agency;
Mainstream and integrate environmental issues in strategic plans;
Collect data and carryout statistical analysis of environmental issues for development of measurable & realistic plans;
Assist in the development of the National Environmental Information System (NEIS);
Develop an effective coordination mechanism for making collaboration among NEPA’s directorates and various key stakeholders/actors to ensure that environmental plans are well integrated into sectorial development plans;
Harmonize and bring better synergy across the various players relevant to the environment and specifically climate change programming in Afghanistan; and
Other tasks and assignments as assigned by the supervisor.
Relationship to SWIM Cross-Cutting Issues:
The SWIM project must address several cross-cutting issues throughout life of the activity including: sustainability gender climate change and biodiversity linkages to USG/donor programs and linkages to GIRoA. This position needs to address the following requirements through the duties and responsibilities above in all activities:
Sustainability: build local capacity and ownership; develop institutional capacity of NEPA and staff;; and consider social economic and environmental soundness in the design of policies plans and systems
Gender: integrate gender throughout the implementation of interventions provide for women’s participation in activities and seek to disaggregate data that reports on targets and indicators specific to women’s inclusion
Climate change and biodiversity: seek to include relevant directives relating to climate change and biodiversity into the design and implementation of the tasks listed above
Linkages to other USAID USG and donor programs: collaborate with other USG projects (such as RADPs SERVIR and CBCMP) to the extent possible and appropriate to ensure the impact of USAID resources is being maximized
Linkages to GIRoA: ensure effective coordination between SWIM’s relevant line Ministries of MAIL MEW NEPA at national provincial and district levels.
