Introduction to SAO



Supreme Audit Office (SAO) is the Supreme Audit Institution (SAI) conducting audit of accounting financial activities operations and performances of the Government entities and organizations in Afghanistan. The SAO has the mandate to conduct Audit of Qatia Statements of the Government Financial Audits of the State owned Enterprises (SoEs) Compliance Audits Performance Audits and special audits of government budgetary agencies and State Owned Entities (SOEs). Its mandate functions and powers are enshrined in the Supreme Audit Office Law 2013.



Funded by the World Bank under the Fiscal Policy Improvement Support Project (FSP) the objective of the support is to contribute to self-reliance in public audit by the SAO. The FSP is the World Bank’s financing support mechanism for the Government of the Islamic Republic of Afghanistan (GoIRA)’s strategic vision entitled “Realizing Self-Reliance: Commitments to Reforms and Renewed Partnership”. This vision has been translated into two key flagship reform programs namely the Afghanistan National Peace and Development Framework (ANPDF) and the complementary reform program – to which the FSP directly contributes through implementation support to the FPIP – is the GoIRA’s PFM Road Map.



The SAO’s Performance and Environmental Audit Department plays an important role in auditing the performance and environmental affairs of government/public entities. Through performance audit the Department assesses the economy efficiency and effectiveness of the administration operation and performances of the entities and projects. Through the audit of environmental matters the department assesses the compliance and performance of the entities in terms of environmental laws regulations and statutes as well as applicable international treaties and covenants including on Sustainable Development Goals (SDGs). Performance Audit Reports of the Auditor General are presented to the President and the National Assembly and are made publicly available.



Objectives of the Assignment



Under the FSP financing the SAO intends to hire a National Expert with experience in public audit especially Performance Audit and Environment Audit and to provide to the Department with the required support and build the capacity of the existing and new SAO staffs in this area. The expert will act as a counterpart and support to SAO’s Performance and Environment Audit Director and staffs and as a mentor to them.



 



 



 



Duties and Responsibilities



 



Develop Quarterly work plan according to the Performance and Environment Audit Department plan strategic goals and objectives.



Submission of the plan to Performance and Environment Audit Department for Approval.

Review and Modify the plan based on requirements.

Conduct periodic assessment to ensure key commitments remain on track.



Develop a mechanism for prioritization and selection of performance and environment audit and assist in preparation of Performance and Environment Audit Strategic Plan as per the international best practices.



Evaluate the current prioritization and selection process of the performance and environment audit.

Set criteria for a standard prioritization and selection process based on proved evidences used in other countries or similar projects.

Identify the gap.

Propose recommendation for improvement of the current process or propose a new mechanism that best suitable to SAO’s requirements.

Develop strategic plan performance and environment audits.



Develop a comprehensive database for selection of performance and environmental Audit Topic in cooperation with IT Department.



Collect data on database used in other countries or similar activities for selection of audit topics.

Outline the essentials of a database for selection of performance and environment Audit Topics.

Discuss with IT department officials to ensure availability of resources for development and utilization the database.

Develop the database in coordination with IT.



Develop a database for performance audit findings and recommendations based on the requirement.



Collect data on database used in other countries for findings and recommendations.

Outline the essentials for findings and recommendations.

Discuss with IT officials to ensure availability of resources for development and utilization the database.

Develop the database in coordination with IT.



 



Evaluate the extent of implementation of performance and environmental Audit Manual and Guideline by the auditors.



Monitor the implementation of the Manual and the Guideline by the Auditor Groups.

Identify the areas where the Manual and Guidelines are not implemented by the auditors or require improvements.

Develop relevant recommendations.

Submit quarterly report of the results to performance and environment audit department.



Develop an effective mechanism to upgrade the reporting system.



Review the existing report template and reporting process of the department

Identify gaps and deficiencies in report’s format.

Identify the areas for improvement.

Provide appropriate recommendation enhance the quality of reports.

Assist the auditors use the report template and help the department to implement the recommendations.



Assist the International Advisor in developing relevant professional manuals and documents including Audit Design Matrix (ADM) format and subject specific ADM.

Conduct TNA develop training material and conduct training and mentor auditors on audit analysis and report writing.

Assist in development of a standard filing system.



Review the current filing system in the directorate.

Propose a filing system that best suits Performance and Environment audit directorate of SAO.

Coach the staff on how to renew and maintain new filing system.



 



Evaluate the extent of International standards implementations throughout the department.



Outline the International Standards that should be implemented by the Performance and Environmental Audit Department.

Conduct a study on the extent of implementation of those standards by the department.

Provide recommendations for improvement of the process.



Attend meetings as required and assist the relevant staff in the implementation of the decision made within the meetings.

Support in developing FPIP plan and implementing them.

Coordinate with the relevant Directorate/Department in Audit Follow Up.

Any other tasks assigned by the supervisor.



 



Institutional Arrangement



Upon approval of this position by Civil Service Commission in SAO Tashkeel the position will be shift to Grade Three in SAO Tashkeel as a Performance and Environment Audit Expert under Performance and Environment Audit Department. For the time being this position will be paid as per the NTA policy. The contract extension shall be subject to the performance appraisal of the Expert the Expert is required to present monthly progress report to the Director.



Assignment outputs and deliverables



The Expert shall be required to submit the following outputs –



Inception Report covering a situation / status analysis in the area of assignment within a month of joining the position continuing work plan.

Inputs for FPIP plan within one month of joining.

Monthly report by 5th of the following month providing details of progress of work and implementation of audit plan and other relevant areas as per the responsibilities and duties.

Database for audit planning within three months of joining.

Standardized checklists templates working papers internal operational and field manuals during the period of assignment.

Training Needs Assessment (TNA) within two months of joining and training materials during the period of assignment.  

Performance and Environment Audit Strategic Plan within 5 months of joining. 

Review Report on Audit Reporting format including standard reporting format within six month of joining.

Report on ways and methods of implementation of international auditing standards and improved audit processes within 8 months of joining.

Performance and Environment Audit guidelines within 10 months of joining.    

Exit Report of the tasks and improvements achieved at the time of completion of the assignment.



 



Required Qualifications and Experiences



CA / CPA / ACCA (at least up to 9 fundamental level papers of ACCA cleared) / CGAP or M. Com MBA (Finance) Masters in Finance and Accounting Financial Management or equivalent qualifications from reputed institution. Preference will be given to CA / CPA / ACCA / CGAP qualifications.

At least 4 years of experience in public audit. Preference will be given to experience in performance and / or environment audit.

Team building and leadership skills.

Report writing and presentation skills in Dari Pashto and English.

Knowledge of MS Office and data processing.

Ability to work under challenging work situations.



 



NTA salary based position: 

This position is considered as a (B) grade of NTA salary skill policy

The applicants should send their diplomas approved by the ministry of higher education as well along with their work experience records signed and stamped by the authorized manager to the Human Resource Department in case they have worked in a governmental entity. Furthermore if they have worked in a private organization should send the copy of their contracts TIN (Tax Identification Number) and the approval of the governmental entity on existence of the relevant organization.
