Duties & Responsibilities

Key Responsibilities:

The Primary responsibility of the Senior Development Projects Specialistis to support the Program Team in ensuring results of projects are achieved as outlined in the project documents to the required standard of quality and within the specified constraints of time and cost.

The incumbent will carry out the following functions:

Provides advice and strategic technical support to capacity development activities focusing on achievement of the following results:

Provides advice on capacity development issues related to Implementing Partners.

Support for the Program Team in ensuring that the projects’ implementation is properly aligned with approved work plans.

Support for ongoing analyses and monitoring of implementation of projects.

Assists in conducting capacity needs assessment and developing and implementing training plans to strengthen the project management capacity of implementing projects in MoF.

Advises on and assists in the design of relevant tools and strategies to enable Implementing Partners to effectively manage and implement projects.

Ensuring effective budget execution rate in regard of the development projects in coordination with other entities of MoF.

Reviews the plans for all directorates of MoF.

Creates implementation plan format.

Collect and combine plans.

Consolidate all the reports in one format.

Reviewing the plans and reports in weekly monthly quarterly and annually.

Producing the reports and M&E reports to various entities and ensuring the quality and accuracy.

Ensure effective and efficient management of the MoF Projects focusing on quality control of the implementation of the project activities and focusing on achievement of the following results:

Provides key support in the implementation of program monitoring and Program Team Senior Management; and MoF Projects;

Assists in the identification of operational and financial project related issues and develop solutions to address these issues in an effective manner;

Provides information and updates on status of projects to Senior Management to be presented in various forums such as Project Steering Committee meetings

Assist in the preparation of regular reports annual reports donor reports and briefs;

Supports the development and implementation of Quality Assurance Plans for the projects and undertake monitoring missions to the field when necessary

Supports Implementing Projects to ensure timely implementation of agreed activities and facilitates the submission of timely reports (narrative and financial) to the MoFagainst the Program M&E framework;

Project Schedule delivery adjusting tracking and enforcing;

Driving tracking and policing process and progress of tracking of all MoF projects implementation;

Provide day-to-day administrative and management inputs to the team e.g updating the Project Management progress

Enhance strategic Partnerships and support the implementation of a resource mobilization framework focusing on achievement of the following results:

Support the Program Team in enhancing partnerships with donors civil society in the capacity development area based on strategic goals of MoF and country needs;

Preparation of substantive briefs on capacity development opportunities and initiatives for resource mobilization.

Impact of Results:

The key results are the successful implementation of projects and the timely delivery of key outputs against the agreed work plan; and also effective monitoring of the project activities. In particular the key results have an impact on the operation and programming of activities effective and time-bound monitoring and reporting as well as building and strengthening partnerships with government non- government and private sector agencies.
