Introduction to SAO



Supreme Audit Office (SAO) is the only Supreme Audit Institution conducting audit of accounting and financial activities of the Government entities and organizations in Afghanistan. The SAO has the mandate to conduct Qatia Statement Audit Financial Audits Compliance Audits Performance Audits and special audits on pre-determined government institutions. Its mandate functions and powers are enshrined in the Supreme Audit Office Law.



 



Funded by the World Bank and implemented by SAO FSP objective is to contribute self-reliance. The FSP is a direct derivative of the GoA’s strategic vision entitled “Realizing Self-Reliance: Commitments to Reforms and Renewed Partnership”. This vision has been translated into two key flagship reform programs. The first is the Afghanistan National Peace and Development Framework (ANPDF). The second complementary reform program – to which the FSP directly contributes through implementation support to the FPIP – is the GoA’s PFM Road Map.



 



The SAO Policy and Planning Department plays a vital role in organization development to bring productivity efficiency and effectiveness in planning and policy development and implementation process.



 



Objectives of the Assignment



SAO intends to hire a National Expert who is highly experienced in Audit Planning and Policy development area to provide the SAO’s policy and planning department with necessary support and build the capacity of existing and new SAO. The expert will act as mentor and support to SAO Planning Director.



 



 



 



Duties and Responsibilities



Develop annual work-plan for the directorate and submit it to the policy and planning director.

Upgrade the audit planning system



Study the current planning system

Study standard audit planning systems/the systems used in other countries

Set standards for audit planning of the directorate

Identify the gaps

Provide recommendations to improve the audit planning system.

Help in institutionalizing the planning system.



Evaluate the audit policy



Review the existing policies of the directorate

Study whether the current policies best satisfy the existing needs

Provide appropriate recommendations as required.



 



Assist in quality improvement of the accumulated audit reports on compliance and Revenue and Expenditure audits.



Prepare an appropriate template to be used by the relevant officials for preparing accumulated annual audit reports.

Provide recommendations on how to effectively and quickly prepare accumulated audit reports.

Review the accumulated reports and present recommendations on how to improve their quality.



Assist in development of a standard filing system.



Review the current filing system in the directorate.

Propose a filing system that best suits policy and planning directorate of SAO.

Coach staff on how to renew and maintain new filing system.



Contribute in capacity building



Identify the need in planning policy and reporting divisions.

Prepare training materials

Conduct training

Coach the staff on planning policy development and reporting processes.



Prepare FPIP (Project) plan in coordination with all SAO department PMT and the International Advisor.

Prepare Corporate Strategic Plan in coordination with All SAO Departments and the international advisor.

Prepare templates for various relevant activities/tasks as required.

Any other tasks assigned by the supervisor.



 



 



Institutional Arrangement



Upon approval of this position by Civil Service Commission in SAO Tashkeel the position will be shift to Grade Three in SAO Tashkeel as a Policy and Planning Expert under Policy and Planning directorate for the time being this position is paid as per the NTA policy. The contract extension shall be subject to the quarterly performance appraisal of the expert.



 



Required Qualifications and Experiences



 



Master Degree in Management Public Administration Business Administration Public Policy and other related fields.

 At least 5 years of experience in planning and policy development.

Experience in planning and policy development within public institutions will be an asset

Team building and leadership skills

Report writing and presentation skills in Dari Pashto and English.

Knowledge of MS Office

Ability to work under pressure



 



 



NTA salary based position: 

This position is considered as a (B) grade of NTA salary skill policy

The applicants should send their diplomas approved by the ministry of higher education as well along with their work experience records signed and stamped by the authorized manager to the Human Resource Department in case they have worked in a governmental entity. Furthermore if they have worked in a private organization should send the copy of their contracts TIN (Tax Identification Number) and the approval of the governmental entity on existence of the relevant organization.
