  1. A Degree or Finalist in Accounting Bachelor of Business Administration (BBA) or Economics Degree with 5+ years of relevant experience;

  2. Previous cashier experience is a plus;

  3. Experience in working with USAID funded programs/projects will be an advantage;

  4. Excellent computer skills in MS Office (Excel and Word) – you will be tested;

  5. Knowledge in operating Quickbooks accounting software is expected – you will be tested;

  6. Understand standard HR practices policies and procedures and Afghanistan labor law

  7. Should be fluent in Dari with good reading writing and speaking knowledge in English language – you will be tested;

  8. Mazar-e-Sharif applicants are preferred because the Program Main Office is in Mazar.

Duties & Responsibilities

The Independent Contractor’s duties will be related to providing support and assistance to the ACDI/VOCA’s RADP-North Program particularly in managing the finances admin and HR aspects of the Program.

Duties & Responsibilities:

  1. Responsible for book-keeping and accounting functions;

  2. Maintain the petty cash float and the petty cash book;

  3. Complete monthly accounts in the prescribed manner and submit to the ACDI/VOCA head-quarters (HQ) on the due date. The software in use is Quickbooks;

  4. Responsible for obtaining operating funds from the ACDI/VOCA HQ. Acceptance by HQ of the monthly accounts and the vouchers submitted is a pre-condition for sending Funds to field offices by the ACDI/VOCA HQ;

  5. Ensure that the monthly costs incurred are within the approved Program Budget line-items;

  6. Keep the financial and admin records filed in an organized manner so that it is ready for USAID and ACDI/VOCA HQ’S Annual Audits;

  7. Comply with the provisions of Field Financial Manual and Admin Guidelines of ACDI/VOCA;

  8. Comply with the provisions of the Afghanistan Labor Law;

  9. Comply with the provisions of the Afghanistan Tax Law and file the tax payment records and the annual Tax Return on the due dates;

  10. Maintain payment voucher files with adequate backup documents and numbered according to Quickbooks entries

  11. Maintain the staff personal files and keep it indexed and updated;

  12. Prepare and file the 6-month NGO Reports with the Department of Economy Balkh in consultation with the Team Lead and the Deputy Regional Director;

  13. Arrange for work-permits and visas of ACDI/VOCA expatriate staff members;

  14. Manage the recruitment and selection process and human resource functions;

  15. Purchase phone-cards for staff on a monthly basis and other small items when necessary;

  16. Continue with the systems and procedures that are currently in place which are compliant with ACDI/VOCA financial and admin policies and procedures;   

  17. Submit financial admin and HR information and data as requested by ACDI/VOCA Country Representative in Afghanistan ACDI/VOCA Head-quarters and the Prime Contractor;

  18. Conduct with honesty and integrity during and after office hours while always keeping the program goals and objectives in the forefront;

  19. Any other tasks or duties related to the program and within education and experience that is entrusted by Supervisor.
