  • Masters Degree with five years of relevant experience and/or Bachelors degree with seven years of relevant experience in Accounting or Business Administration or related field;

  • At least 5 years of experience in finance accounting and bookkeeping with non –profit organization.

  • Conceptual clarity of finance and accounting principles and terminologies required.

  • Strong QuickBooks skills with fluency of working on multi-currency latest version are required.

  • Previous experience with USAID or other international donor agency will be a plus point.

  • Ability to write and verbally communicate clearly and concisely in English.

  • Attention to detail good numeracy skills.

  • Strong computer spreadsheet/word processing skills.

  • Willing to take initiative and proactively identifying and addressing the issues.

  • Ability to work both independently and in a team.

  • Must be a good team player and listener flexible respectful honest and trustworthy.

  • Fluency in Dari/ Pashtu and English


Duties & Responsibilities

Senior Finance manager (SFM) is a member of the USWDP finance team. S/he helps in implementation of USWDP Finance plan in develop value-enabling strategies. Senior  Finance Manager reports directly to the Deputy Chief of Party Academic Performance.

  • Works closely with DCoP and other Program staff to implement improve and maintain financial management policies systems structures and procedures;

  • Ensures UMass transactions are properly supported and documented before processing for payment.

  • Coordinate with Field offices on finance-related issues;

  • Submit and coordinate with bank on payroll transfers and new staff accounts opening for UMass;

  • Perform regular cash count;

  • Keep updated lists for all outstanding dues utility bills phone internet receivables and payables for UMass;

  • Process prepare and ensure timely payments to employees contractors suppliers and vendors;

  • Ensure and manage proper and updated filing system;

  • Prepare bank transfer advises for local and international transfers to suppliers/ vendor / staff through bank account;

  • Ensure that all vouchers and receipts are accurately filed stamped & recorded in books/ system;

  • Assists and ensure project coordinators in ensuring compliance with USWDP and UMass financial procurements and field accounting policies and procedures compliance with donor agreement and audit requirements;

  • Handling of reimbursement for travels and other expenses incurred by UMass staff;

  • Assisting in preparation of financial reports for the submission to relevant authorities ministries donors and headquarters as required monthly quarterly and annual basis;

  • Manage UMass HR procedures and supporting documentation

  • Oversee collection packaging labelling and shipping of project documents (Financial HR & Technical) to UMass;

  • Ensure compliance with local Tax Law and tax reporting;

  • Assist with government relations and maintaining UMass Asia registration and Tax exempt status;

  • Assist as needed in negotiations with LTO regarding UMass taxes;

  • Upload the data into accounting software- QuickBooks on daily basis;

  • Keep maintain and ensure security of financial records and backup documentation ready for internal and external audits;

  • Any other task assigned by Deputy Chief of Party (CoP).
