Duties & Responsibilities

Job Purpose:



 



Manage and provide technical supports to all FSL (Food Security and Livelihoods) related programmes which are implemented in any of the Save the Children’s covered provinces. The position is also responsible to provide assistance to the provincial FSL project staff with technical guidelines for project selection project planning & development implementation of innovations and changes for sustainability monitoring of field activities and strengthening liaison with government and local partners. In addition provide technical inputs for development of new FSL project proposals. Furthermore he should support the provincial staff for editing and improvement of monthly quarterly and final report for any FSL grants.



 



Key Areas of Accountabilities:



 



1.    Programme Implementation and Support



   Senior FSL Programme Manager in country will provide technical advice and supports to ongoing FSL programs across the country based on the implementation guidelines and procedures.

   Provide support to country FSL team to undertake regular assessments/situation analysis for the development of new FSL project concept notes and/or project proposals.

   Provide technical support for development of FSL strategy minimum standards and implementation process for FSL short and long-term interventions within overall organisational goals.

   Provide technical supports to provincially-based project staff so that they are able to implement the project activities with quality and based on Save the Children’s minimum standards for FSL programs.

   Provide technical support to Provincial Senior Managers and HR team in recruitment of any FSL related positions at country and provincial levels.

   Provide supports to the FSL and proposal development teams to develop new program and high quality proposal and concept notes for funding and ensure program are developed with the participation of children and in coordination with communities taking into account local and national authorities.

   In consultation with supervisor and technical advisor(s) plan implement monitor and evaluate all project implementation and circulate the reports internally on the lessons learned and best practices.

   Guide field based FSL Project Managers or Coordinators properly to coordinate with the Senior Project Officers and Community Mobilization Officers on all community-related matters ensuring all areas of the program are working well together.

   Monitor the implementation progress of the FSL grant(s) by means of provincial field visits (security permitting) and periodic meetings with local stakeholders.

   Work with provincially-based FSL project teams for the implementation of monthly targets; weekly work plans;  database  management;  regular  reviews  of target  indicators;  and the processing  of status updates from field staff.

   Carry out weekly and monthly budget tracking; identify potential variances of expenses vs. the budget allocation; and work on appropriate adjustments.

   Prepare and implement pipeline analyses and quarterly spending targets.



 



 



2.    Reporting and Documentation



   With the collaboration of provincially-based Project Managers/Coordinators and other members of FSL unit at country office prepare and edit all associated donor reports –– monthly quarterly and final for FSL programs.

   Coordinate with Kabul MEAL team to provide appropriate guide to the MEAL staff in the provinces to ensure the integrity of program management and monitoring data collected timely.

   Prepare FSL programs-related email correspondences.



 



3.    Coordination and Representation



   National level coordination in FSL is also a key aspect of this post as well as national and global learning on FSL key accountabilities.

   Coordinate and develop linkages with other sector staff in nutrition health education child protection and child rights governance to ensure internal coordination allowing maximum positive impact of SC programs on children’s lives.

   National level coordination with FSAC cluster WASH Cluster National Government UN Agencies State Government and other NGOs and agencies.

   Provide supports to the provincial FSL team to coordinate with GOA for FSL area selection develop community capacity and coordination. Ensure full participation by all partners and stakeholders in project planning implementation and M&E activities. Review labor and time-line requirements for FSL activities determining staffing requirements.



 



4.    Capacity Building of Project Staff



§   With the collaboration of Provincial Senior Managers and HR team identify capacity development needs among provincially-based project staff for the interest of implementing FSL projects with quality and based on Save the Children’s FSL directions/approaches.



   Support the capacity building of FSL project staff during the life of the grant.



 



5.    Child Safeguarding



   Support FSL project staff so that they comply with all relevant Save the Children policies and procedures regarding child protection and child safeguarding for the maximum protection of children.
