Bachelor’s Degree in Human Resources Management Business Administration Public Administration and Social Science or relevant field is required.
Mater Degree will be given an advantage
At least 4 years of relevant experience in providing HR capacity or Administrative related functions.
Previous experience in providing HR support and administration in UN and NGO is highly desirable.
Familiarity with WB funded projects is an asset;
Experience working with Government of Afghanistan Ministries is highly desirable.

Excellent working knowledge of English both written and verbal. Fluent both written and verbally in Dari/Pashto.

Duties & Responsibilities
Under the overall supervision of the Executive Director with support from the Senior HR Officer (IC). the Senior HR Associate is responsible for Organizing and Coordinating Office Operations and procedures. He/she is responsible to effectively and proactively manage the HR support services for the portfolio of THRCP/PMT/MPW programs.
Duties and Responsibilities
Provide oversight and timely accomplishment of HR-related matters concerning recruitment onboarding leave and absence monitoring performance management payroll travel administration conduct and discipline procedures and separation of project personnel
In coordination with the Executive Director provide administration of transparent and competitive recruitment and selection processes as per NTA regulations including drafting of terms of references (TORs) job classification Vacancy Announcement (VA) advertisements applicant screening matrix preparation scheduling and arrange logistical procedures for written tests and/or interviews and prepare interview minutes.’
Provide advice to the Executive Director on the individual status of recruitment cases vacancy administration and other relevant HR matters and issues
Facilitate all recruitment-related documentation for proper contract management including reference checks medical and other types of documents in compliance with policy and audit requirements.
Prepare and submit as part of the contract administration process and issue contracts and/or amendments as applicable
Process DSA and other applicable rates in accordance with THRCP/MOPW rules and regulations.
Provide support to project personnel and partners for official business travels.
Maintain and update on a regular basis the project staffing table.
Maintain and regularly update leave and attendance records of project personnel
Ensure a properly working filing system of local and international personnel with respect to relevant documents contracts and payment files; follow through with a properly working archive system as required
Assist in knowledge sharing and capacity building including timely dissemination of HR-related communications and instructions SOPs.
Assist in compiling data for reports related to performance evaluations staffing tables recruitment tracks vacancy closures payroll Attendance reports salary reviews and others as required.
Process monthly payroll attendance manually process related entitlements.
In coordination with the THRCP/MPW Executive Director provide updates on HR process workflows turn-around times and compliance to rules and regulations for project audit purposes
Perform other duties as may be assigned
A. Monitoring and Progress Controls
Availability of complete and accurate personnel files for all incumbents.
Full compliance of HR and Procurement rules and regulations and SOPs
Timely performance and completion of end-to-end recruitment activities
B. Final Product
Timely submission of contract preparations amendments and separation
Efficient reporting facility on staffing resources and active database systems for tracking and monitoring HR-related activities within the project.
