The candidate must be an Afghan National.  The minimum qualifications skills and experiences required for this position are as follows.

University degree in the Business Administration Economics Political Science;
Advanced Project Management training required;
At least 5 years of work relevant experience (Finance Program Coordination Administration);
Excellent command of English and local languages;
Good knowledge of Ms. Office products;
Good analytical skills and ability to understand complex subjects;
Diplomatic nature and interpersonal experience desirable;
Strong IT background is needed;
Experience ofPolicy Making is desirable;
Ability to work under pressure extra hours and meet deadlines;
Team working ability and organizational proficiency;
Excellent commands of verbal written and interpersonal communications skill; and
Candidates with prior knowledge and skill and relevant work experience with the Ministry of Finance will be given high preference.

Duties & Responsibilities

Job Summary:



The incumbent of this position is an integral member of office of the Finance Minister and is responsible to work closely with the Minister Chief of Staff and Advisory groups on tasks related to projects and programs in consultation with Chief of Staff. The Senior Program Specialistwill be a will play and a key role in the continued growth of the Ministry of Finance and will be carrying out special assignments on related technical issues. Senior Program Specialistwill assist the management and coordinate projects programs special assignments activities under the supervision of Chief of Staff and will ensure that the relevant departments and stakeholders are informed on pertinent program issues and regulatory matters.



Duties and Responsibilities:



Conduct assessments and fact finding on specific matters that may require review and/or expert recommendation for implementation;

Systematically monitor analyze and evaluate the performance of assigned activities in accomplishing finance and policy making related matters and assist in reporting those results to concerned stakeholders;

Develop and review technical proposals Scope of Works (SOW) Business and project documents and technical tools by gathering information from experts and related departments; developing and presenting analyses of the incumbent documents to ensure maximum improvement for the Ministry of Finance;

Support the formulation of policies procedures guidelines and systems for data analysis including systems for reporting against key strategic frameworks in the Ministry of Finance;

Assist in developing Information System modulesthat help improve efficiencies and automate processes;

Assist and advise counterparts regarding consultative development of new programs and projects consistent with the vision and priorities of the Ministry and in line with approved processes and procedures;

Build and maintain effective relationships with concerned stakeholders including relevant government and aid agencies and implementing partners;

Act as meeting secretary to SOECs Banks and board meetings;

Provide day-to-day support to DG Chief of Staff in planning coordinating implementing and monitoring Ministry of Finance’s regular departmental and projects related activities;

Provide recommendations on procedural reforms monitor deliverables follow-up on certain payment issues with Ministry of Finance respective departments draft narratives and different reports and complete any other administrative tasks to support Office of the Chief of Staff;

Provides advice on capacity development issues related to Implementing Partners;

Support for ongoing analyses and monitoring of implementation of projects;

Leading and conductingdifferent capacity assessments and developing and implementing planned activities to strengthen the Directorate capacity;

Advises on and assists in the design of relevant tools and strategies to enable Implementing Partners PMO and PMTs to effectively manage and implement projects;

Perform any other tasks as assigned by the supervisor.
