Having a Master’s Degree with (5) years of relevant experience in Business Administration Economy Public Administration Education Management Sociology and Data Analysis or relevant fields;
Bachelor degree in the above mentioned fields with at least 7 years relevant working experience;
S/He should have good knowledge in organization development and human resources development;
Fluency in English and ability to communicate in Dari/Pashtu is required.
Duties & Responsibilities
SUMMARY OF THE JOB
The Senior Research & Development Specialist (SRDS) will be a member of Change Management Team (CMT) & Civil Services Induction Program (CSIP) who will work under direct supervision of General Director. The SRDS will work closely with research need assessment and M&E units to develop boost maintain and help with implementation of an effective research system. This position is required to set a research agenda assist in building the capacity of current staff within research department identify research initiatives inside and outside of the institute that can help lead to have a significant impact on civil service reform policies and agendas.
SCOPE OF SERVICES
Support CSI’s management team in developing an annual research process (Civil Service Index) for civil service sector.
Develop CSI’s internal capacity in the field of research and development
Support curriculum development process and provide inputs concerning the research and development topics
Provide TA to M&E unit in analysing data and producing impact evaluation reports
Design thematic research schemes which can result in effectiveness of reform efforts
Support the documentation of best practices and facilitate the use of data and information
Respond to field queries regarding research monitoring and evaluation and present findings in actionable terms.
Design and conduct trainings to current staff of the research and M&E departments.
Explore and identifying training and capacity building opportunities for staff development purposes
Support relevant departments with expanding cooperation with similar research bodies inside and outside the institution as well as the country.
Develop and update working procedures guides and tools
Work with the relevant department in developing training materials for research and development related topics
Any other task related to research field assigned by supervisor
SKILLS
At least 4-6 years of experience in quantitative and qualitative research methods.
Demonstrated experience in the Afghanistan public administrations
Excellent communication skills including the ability to communicate effectively
Solid organizational skills: the ability to be flexible and work well under challenging circumstances dealing with competing priorities in a fast-paced team environment;
Interest in and ability to think and plan at the ‘big picture’ level;
Proven excellence in production of analytical work both written reports and brief presentations of research;
Knowledge of the relevant software: SPSS or STATA or any statistical software is a must
