Having a Master’s Degree with (5) years of relevant experience in Information Systems Computer Science Software Engineering or Information Technology or relevant fields;
Bachelor degree in the above mentioned fields with at least 7 years relevant working experience;
S/He should have good knowledge in organization development and human resources development;
Fluency in English and ability to communicate in Dari/Pashtu is required.
Duties & Responsibilities
SUMMARY OF THE JOB
The System Development Specialist as a member of CMT team & Civil Services Induction Program (CSIP) is responsible to support CSI’s IT M&E and Program Teams to establish a well-functioning comprehensive task management system digitalize training management process and develop context base user-friendly MIS system and database for CSI. The incumbent will also be responsible to train and build imbedded staff capacity during his/her tenure with CSI to run and maintain established systems.
SCOPE OF SERVICES
Lead the process of developing CSI’s task management system.
Train imbedded staff on established task management system.
Establish and Upgrade the CSI’s MIS system by developing new modules into it based on programs requirements
Work with M&E team to improve the MIS to systematize the data analysis dissemination and reporting
Develop a comprehensive planning and performance management system for CSI
Develop of reporting system which will comprise visual descriptive and analytical parts.
Support program team in simplifying processes using information technology.
Develop user manual for established systems
Build team capacity to implement and use the systems effectively
Support relevant team in developing reliable and effective online trainings
Support IT team in maintaining and upgrading CSI’s IT facilities and programs
Develop a comprehensive and user-friendly online induction program system in coordination with relevant program team.
Any other tasks related to education curriculum development training and capacity building assigned by General Director.
SKILLS
At least five years of progressive practical experience in software design and development database administration and programming
Experience in managing the development and maintenance of software applications and MIS for larger organizations.
Excellent knowledge of software development in C# VB.NET PHP MS-SQL Server MySQL JavaScript jQuery CSS HTML
Excellent knowledge of software development in C# VB.NET PHP MS-SQL Server MySQL JavaScript jQuery CSS HTML
Excellent knowledge of data migration and ETL tools
Knowledge of software testing including both automated and manual
Familiarity with open-source software would be an advantage
Prior experience working with government systems would be an advantage
