Education:University degree in Civil/Construction Engineering or relevant degree.
Work Experience:University degree in Civil/Construction Engineerin Years

Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs

Knowledge of international standards code for building material and testing.

Excellent communication skills

Computer literacy

Fluency in English and local language Pashtu and Dari.

Auto CAD (2D 3D) knowledge.

Able to express your ideas clearly and confidently in speech

Able to act on initiative identify opportunities & proactive in putting forward ideas & solutions

Maintains effective performance under pressure

Able to decide what steps are needed to achieve particular goals and then implement these.

Good cultural social political and security knowledge of the area.

Proven communication interpersonal and negotiation skills with strong experience.

Good report-writing skills.

Manage time effectively prioritizing tasks and able to work to deadlines.

Personal qualities

Knowledge of the context in the Western Region

Knowledge of the local language (Dari Pashto is an advantage)

Duties & Responsibilities

Generic responsibilities:

Line management of CC project field staff

Adherence to NRC policies guidance and procedures

Contribute to CC strategy development project proposals and provide input on needs and gaps

Manage and implement delegated portfolio of CC projects (activities budget and project documentation) as delegated from PM in line with proposals strategies and donor requirements and ensure high technical quality

Provide regular progress reports to PM

Ensure that projects target beneficiaries most in need of protection explore and asses new and better ways to assist

Promote and share ideas for improvement and necessary changes in the activities

Ensure capacity building of project staff and transfer key skills

Liaise and collaborate with relevant local authorities and other key stakeholders

Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

Desk study of relevant documents of shelter/WASH.

Interview relevant stakeholders for shelter/WASH needs and opportunities.

Participate in assessment analyses of assessment report prepare project narrative report and prepare concept note.

Produce reports on weekly and monthly base of north west region.

Responsible for assessment project planning implementation and monitoring of Shelter/WASH projects in north west region.

Shelter/WASH coordinator technical responsibility for the quality control and monitoring of project activities.

Prepare Shelter/WASH technical documents (design and BOQ) and supervision tools with closed coordination of national Shelter/WASH coordinator.

Active participation and close coordination with Shelter and WASH clusters in provincial level.

Preparing M&E matrix and mean of verification for implemented activities on time.

Provide specific technical support and capacity building towards project staffs.

Participate in NRC staff seminars and training when scheduled.

Any other tasks as assigned by the immediate superior.
