At least a bachelor degree in electrical engineering or another relevant field

A minimum of 2 year working experience as site engineer QC/QA engineer and/or in areas of community mobilization surveys and field related works. Prior experience in inspection is highly preferred.

Hold general knowledge of structural electrical safety health and sustainability standards for power substations.

Familiarity with Afghan government structures and relationships on national and local level is an advantage



Fluency in English and national languages (both Pashto and Dari) is a MUST

Proficiency in using Microsoft Office and Internet is highly required

Willing to travel to accessible and relatively secure districts/villages of assigned provinces

Ability to work independently with minimal supervision and deliver on agreed timelines;

Integrity punctuality intellectual curiosity willingness to take initiative multi-tasking and willingness to work under pressure to meet deadlines.

Duties & Responsibilities


Reconstruction Assessment Program (ReCAP) is an Integrity Watch program which focuses on assessment of infrastructure and development aid projects. At ReCAP we perform independent engineering evaluations of on-going and completed infrastructure projects operation and maintenance inspection of public facilities and impact assessment of national development projects.

ReCAP works closely with an U.S. government oversight agency in Afghanistan SIGAR to provide independent and objective audits inspections and reviews of Afghanistan reconstruction efforts. In addition to this IWA also manages the Construction Sector Transparency Initiative (CoST) establishment in Afghanistan. CoST aims to improve the value for money spent on public infrastructure by increasing transparency in the delivery of public sector construction projects.




The Site Inspector will be responsible to carry out physical inspection of substation which are constructed with US government funding across Afghanistan. The Site Inspector will travel to districts villages and cities of named provinces though accessible and relatively secure ones under direct and close supervision of RECAP team within the given timeframe and pre-set milestones.


The responsibilities of Inspection Analyst include but are not limited to the followings:

Conducting physical site-visit to the substation

Evaluating different components and utilities of the substation`s building using provided checklists and guidelines

Assessing safety and efficiency of the substation

Conducting interviews with beneficiaries and personnel of the substation

Taking overall GPS embedded photographs of the substation as well as its identified defects and challenges

Preparing an overall judgment report of the facility

Filling correcting scanning the designated questionnaire for each substation

Maintaining consistent communication and coordination with Engineering Specialist – Energy.
