Qualification:

Bachelor’s Degree or equivalent in social sciences Business Administration communications journalism public relations and law  or related field

5 years of relevant experience in social communication outreach program implementation and reporting;

Fluency in Pashto Dari and English both oral and written is required; 

Team worker

Candidate with previous experience in advocacy property rights and community mobilization is highly preferred;

Community mobilization and Communication Skills.

A well organized and proactive approach to work

Duties & Responsibilities

Summary of the Job:



The Social Organizer will be responsible for the planning implementation outreach activities of the project which focuses on developing district urban district level work plan communicating with key stakeholders such as Guzars Organize small and larger gatherings at each district and sub-district (Guzar) level strengthening Cadastral Territorial Unit Committees  (WASC/CTU) at each Guzar of the district prepare the meeting reports distribute the outreach materials of the program and provide satisfactory answers to peoples questions support relevant district officer tariff distribution officer Gender OC and ALASP GRM teams in their day to day operation of the program.



Key Responsibilities:



Organize small and larger gatherings at each district and sub-district (Guzar) level to increase citizen’s awareness about the property rights land occupancy certificate (OC) the process for land occupancy certificate process and how and where to pay OC fee.

 Engaging the citizen to participate in improved land registration services and the issuance of Titles and OCs.

Educate and inform the occupants/beneficiaries (including other stakeholders such as CTUC and Municipalities) about the OC program so they can participate and get involved effectively

Work closely with the relevant district officer tariff distribution officer Gender Occupancy Certificates (OC) and Grievance Redress Mechanism (GRM) teams.

Disseminate the public outreach materials in the targeted area and engage the community OC implementation.

Prepare district and Guzar level implementation plan and weekly and monthly action plans.

Support the team in the implementation of the Occupancy Certificate distribution at the Guzar level.

Conduct awareness-raising meetings at the Guzar level and participate in the district coordination meetings and share the meeting minute with the team

Strengthen the CTU committee at the district and Guzar level.

Support the GRM and other social team and answer and handle peoples questions and complaints.

Establish conflict resolution councils at Guzar level to address dispute/conflicts linked to property.

Establishing the public review process receiving complaints addressing and referring them to the relevant departments.

Follow up and transfer of dispute registration forms complaint forms and public review approval forms to the concerned Departments.

Cooperation in the process distribution collection of tariffs and distribution of property documents.

Support the Civil Servant team in the Beneficiary Identification process conflict resolution tariffs printing and distribution and invoicing.

Support the project supervisor in developing monthly quarterly and annual progress reports

Develop the capacity of Civil Servant teams in knowledge transfer to improve their capacity to continue project operation after the contract is ended with EPD

Any other task as assigned by the supervisor
