Duties and responsibilities include but are not limited to:

Responsible for the output of Design Unit its performance and the supervision of the staff in the Unit.

Build competent design team to respond to B2B Highway and Salang Pass design needs under the THRCP including the Salang Tunnel and the Salang Highway (86km) with all its structures.

Assist in the outside contact and communication pertaining to ongoing and planned project activities.

Obtaining analysing and interpreting filed data reports maps drawings tests aerial photographs to plan and design project elements. To this end (S)/he will coordinate and instruct the Engineering Unit to collect the field data and reduce designs to working drawing.  

Preparation of design computations quantity estimates cost estimates of assigned project activities.

Revise Pavement design of B2B Highway using 8-ton single axle load and new approach to traffic volume.

Ensure job specific quality checks as defined in PIM to ensure adherence to AASHTO and MoT standards

Assist in finalizing change orders (related to specifications plans construction schedules impact studies and design) by providing prompt design support to the CSU as and when required so that construction works are not hindered.

Review the existing practice of local contractors and conventional methodology of road construction; make recommendations that will increase safety taking budget constraints into account in the construction of roads undertaken by THRCP/MoT.

To carry out the review of Salang Highway design ensuring that the design meets all the requirements – in terms of content and quality – stated in the Consultant´s Contract.>

Support the Contract Management Section and the Procurement Management Section with all contractual matters in the completion of the respective Contracts.

Reviewing construction site (including site visits) to monitor progress and provide guidance for improvement and satisfactory results.

Design reporting for the Leadership of the Ministry or any project stakeholders whenever required.

Upkeep of the design data and documents safely for easy retrievable

Attend project meetings

Train and mentor other staff.

Perform any other general office duty as may be assigned.

3. Monitoring and Progress Controls:

(Clear description of measurable outputs milestones key performance indicators and/or reporting requirements that will enable performance monitoring)

KPI shall be monitored regularly (at the minimum on quarterly basis) and might evolve and be updated and changed as required based on mutual agreement. For satisfactory performance the staff is expected to achieve overall [85 or higher rating][KSR1] . 

5. Qualifications and Experience

a. Education

Master’s Degree in civil engineering with specialization on road/bridge design.

Bachelor’s Degree in Civil Engineering plus an additional 5 years of relevant work experience may be considered in lieu of Master’s Degree.

b. Work Experience

At least 10 years of progressively responsible experience in road design and at least 3 years at senior management level.

Previous experience as Project Engineer in highway construction projects is essential.

Previous experience in road transport sector is must.

Previous working experience with UN World Bank or international organization would be an asset.

Highly skilled in all technical aspects of bridge and road construction.

Demonstrates excellent language skills in Dari/Pashto and ability of communication skills in English is required. Advanced verbal and written English skills fluent in Dari/Pashto.

Excellent computer skills (MS Windows and MS Office standard package) and in-depth knowledge on project management and engineering design software applications including MS Project MS Access AutoCAD).

Be able to work in a multi-cultural environment.


Duties & Responsibilities

Purpose and Scope of Assignment:

The Senior Design Specialist will work report and under the overall guidance of Executive Director PMT/THRCP. Sr. Design Specialist will be responsible for the functioning of Design Unit under PMT and be held accountable for all design needs of the THRCP that includes B2B road and Salang Pass Highway including tunnel. The design and technical specifications shall comply with AASHTO and MoT Design standards. Additionally the Sr. Design Specialist who will head the Design Unit shall be responsible for providing capacity building and mentoring to Trainees and civil servant under the MoT/NRA.
