Duties & Responsibilities

The Senior Monitoring and Evaluation Reporting Officer will technically guide and support the design capacity building and implementation of the Program Monitoring and Evaluation Framework including developing monitoring plan monitoring evaluation and reporting tools templates train the provincial M&E staff on the developed monitoring plan and its related tools and templates prepare the department annual plan in collaboration with program staff and partners. He/she will also technically prepare report and analysis of project data to assess progress and areas of improvement develop and maintain systems to collect and analyse information on inputs outputs outcomes and impact of the program guide reporting processes among technical staff and consolidate program reports. S/he will assist and report to the M&E Unit Head / PIU Director regarding the monitoring and evaluation of project activities.

  • Development and design of M&E plan tools and templates

  • Support the M&E Unit Head in review and feedback of any revisions in the Results Framework during the program expansions new sub-programs additional financing etc.

  • Ensuring that each indicator in the Results Framework has a corresponding tool for data collection internally or is included as part of one of the planned external studies and evaluations.

  • Lead the design and implementation of the program monitoring and evaluation framework in collaboration of program staff IDLG MoF World Bank and government counterparts.

  • Ensure that the monitoring tools are prepared to adequately capture all requirements of the Results Framework for internal data and also reviews policy adherence program implementation quality etc on a regular basis.

  • Ensure that the monitoring tools are finalized and approved and implemented in a timely manner.

  • Data management and reporting

  • Ensure that all monitoring data is systematically captured and recorded in a database module that links to the main database module by community and/or subproject as required.

  • Compile review data for and preparing all regular qualitative reports of the CCAP.

  • Compile review data and preparing all monitoring (regular CPM IMI score cards etc) related reports of the IDLG CC.

  • Support M&E Unit Head in preparing annual reports and CC Conference reports and any special reports on the urban CC for the President CEO Cabinet Parliament special donor missions embassies etc. as requested.

  • Monitor field program’s implementation quality and adherence to the program and operational policies.

  • Training and staff development of M&E staff at centre and provincial

  • Support PMUs in performance evaluations of the field monitors based on their reporting inputs to the Unit.

  • Management and Administration

  • Ensure liaison with the ARTF TPM and the various units within the PIU to respond to observations and reports in a timely manner.

  • Support preparation of training materials and trainings of all field level monitoring staff.

  • Support the PIU HQ Units on selection of samples and sample direct monitoring of their own technical areas.

  • Work with the MIS and IT Units to ensure that the Unit required databases are installed/incorporated in the system and PMUs can access the system and ensure that the system gives expected outputs.

  • Perform any other duties as requested by the M&E Unit Head.
